How Jupiter Handles Business Licensing & Operations: A Practical Guide

By CityRuleLookup Editorial Team

If you live in Jupiter or are thinking about moving there, business licensing & operations are one of those things you probably won't think about until they affect you directly. Jupiter has 2 specific rules on the books covering different aspects of business licensing & operations, and some of them might surprise you.

Towing Companies

Jupiter Town Code § 19-143 caps what tow truck companies can charge for non-consent tows and impounds, covering the first 30 minutes, per-mile mileage, storage, and lien fees, and bars any fee outside the council-set schedule; § 19-144 backs the caps with fines up to $500 per day.

Key details: Storage fee starts: After 6 hours in impound. Admin/lien fee starts: After 24 hours. Max fine: $500 per violation, per day. No-charge rule: Owner arrives before hookup. Records retention: 3 years under § 19-142.

A tow truck company that overcharges, charges an unauthorized fee, or fails to follow the required documentation and notice rules is subject to a citation of up to $500 per violation under section 19-144, with each day of a continuing violation treated as a separate offense. Refusing to sign a citation is a second-degree misdemeanor, and a third citation can trigger a mandatory county court appearance.

Compared to other cities, Jupiter takes a harder line on towing companies. The enforcement and penalty structure reflects that.

Adult Entertainment

Jupiter enforces Palm Beach County's adult entertainment licensing code and layers on its own 750-foot spacing requirement, keeping adult entertainment establishments away from churches, schools, parks, homes and each other. The town's zoning code also bars variances from those distances and forces existing nonconforming establishments to relocate or close within three years.

Key details: Spacing distance: 750 feet from churches, schools, parks, homes. Measurement: Straight line, closest property lines (§ 27-1948). Variances: None allowed for spacing (§ 27-1949). Licensing: County adult entertainment code adopted (§ 7-51). Zoning standard: Must meet C-2 development criteria (§ 27-1947).

Operating outside the 750-foot spacing standard, or without the required county adult entertainment license, exposes an establishment to the town's code enforcement remedies in chapter 8 and the general civil penalty in section 1-14. A nonconforming establishment that fails to relocate or close within its three-year amortization period under section 27-1950 loses its right to continue operating at that location.

This is not one of those rules that cities tend to ignore. Jupiter actively enforces its adult entertainment requirements.

The Bottom Line

Jupiter is tougher than many cities when it comes to business licensing & operations. Out of the 2 rules covered here, 2 are rated strict. If you are a homeowner, renter, or business owner in Jupiter, take the time to understand these requirements before they become a problem. Most violations come with fines, and some repeat violations can escalate.

These rules come from Jupiter's publicly available municipal code. For complete penalty schedules, exemption details, and answers to common questions, see the individual ordinance pages throughout this guide.
