Leominster allows home occupations, including a home-based repair business, by right in residential districts under Leominster Code of Ordinances Section 22-16, but caps the business at 25 percent or 400 square feet of floor area, bars outdoor storage of equipment or materials, limits outdoor vehicle storage, and blocks operation between 10 p.m. and 7 a.m.

Secondhand Dealers

Anyone buying, selling or bartering junk, old metals, precious metals or secondhand articles in Leominster needs a city council license under Chapter 11 of the Code of Ordinances. The $100 annual license expires every April 30, requires a certified scale from the weights and measures inspector, and obligates dealers to log every purchase, including the seller's photo ID, for at least a year.

Storing junk, old metals or secondhand articles within four feet of a building or a lot's rear or side line, in violation of Section 11-8's storage setback, is enforced the same way.

City Code § 22-25 requires a city council special permit for every location.

Compared to other cities, Leominster takes a harder line on adult entertainment. The enforcement and penalty structure reflects that.

Pawnbrokers

Leominster pawnbrokers pay a $100 fee to the city clerk for their license under the Chapter 12 fee schedule, and since June 12, 2023 the city has flatly barred them from a core part of the trade: no pawnbroker may loan money secured by a firearm, rifle, shotgun, machine gun, ammunition or gun powder, or hold a license to sell, rent or lease any of those weapons.

There is no separate fine printed for Section 11-7.1 itself, but a pawnbroker who violates it violates the specifications of a city-issued license, which Section 12-1(c) says 'shall work an immediate revocation of the same.' Loaning against a firearm or holding a firearms sale license alongside a pawnbroker's license exposes the operator to losing the license outright rather than a scheduled dollar fine.
