Since April 1, 2026, no one may own, operate, or manage a massage therapy or bodywork services establishment in Norman without a City license under NCC 20-3302, and the code sets ongoing sanitation, hours, records, and conduct rules that can trigger revocation or criminal prosecution for noncompliance.

Enforcement runs through NCC 36-569: fines of $50.00 to $750.00 per violation, with each day the shop keeps operating counting as a separate offense, and continued operation can be referred for prosecution.

Compared to other cities, Norman takes a harder line on auto repair on residential property. The enforcement and penalty structure reflects that.
