Palmdale's Business Licensing & Operations: The Rules That Matter
Every city handles business licensing & operations a little differently. In Palmdale, California, there are 7 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.
Secondhand Dealers
Palmdale secondhand dealers, defined as anyone buying, selling, trading, or auctioning secondhand tangible personal property, need a business permit with fingerprints and a security plan, and are barred from transacting business between 7:00 p.m. and 7:00 a.m., per PMC § 5.04.450.
Key details: Business hours limit: No transactions 7:00 p.m. to 7:00 a.m.. State license: Current State secondhand dealer license required. Background check: Fingerprints and photo ID mandatory. Reporting law: Bus. & Prof. Code § 21628 et seq. compliance. Minor transactions: Barred for any reportable transaction.
Operating as a secondhand dealer without the required business permit, or violating a permit condition or the 7:00 p.m.-to-7:00 a.m. hours restriction, is a misdemeanor under PMC § 5.04.340, punishable under Chapter 1.12 by up to a $1,000 fine, up to six months in County Jail, or both, with each day of continued violation treated as a separate offense; the City may also pursue civil nuisance abatement.
Pawnbrokers
Palmdale pawnbrokers must hold a business permit disclosing fingerprints, a security plan, and a State pawnbroker license, and cannot accept a pledge, loan money on personal property, or transact any pawnbroking business between 7:00 p.m. and 7:00 a.m., per PMC § 5.04.450.
Key details: Closing hours: No pawn transactions 7:00 p.m. to 7:00 a.m.. State license: Current State pawnbroker license required. Background check: Fingerprints and photo ID mandatory. Security plan: Required: alarms, cameras, safes, staffing. Minor transactions: No reportable transactions with anyone under 18.
Pawnbroker permits fall under the general Chapter 5.04 enforcement scheme: operating without the required business permit, or violating a permit condition, is a misdemeanor under PMC § 5.04.340, punishable per Chapter 1.12 by up to a $1,000 fine, up to six months in County Jail, or both, with each day of continued violation a separate offense, and the City may pursue nuisance abatement or civil injunction in addition to criminal enforcement.
Adult Entertainment
Palmdale requires an adult-oriented business regulatory permit before opening, plus City Council approval and a conditional use permit, and bars any adult-oriented business within 1,000 feet of another adult business, a residential zone, a park, school, or religious institution under PMC §§ 5.04.400 and 17.92.010.
Key details: Permit required: Adult-oriented business regulatory permit, City Council. Separation distance: 1,000 feet from other adult businesses, homes, schools, parks. Zoning review: Conditional use permit, PMC Chapter 17.22. Hours: 8:00 a.m. to midnight, except ABC-licensed uses. Age restriction: Under-18 entry barred, posted notice required.
Operating an adult-oriented business without a permit, in violation of the 1,000-foot separation standards, or making a false statement in a permit application is a misdemeanor under PMC § 5.04.340, punishable per Chapter 1.12 by a fine of up to $1,000, up to six months in County Jail, or both, with each day of violation a separate offense. The City may also pursue nuisance abatement, injunctions, and administrative enforcement, and can suspend or revoke the permit for cause.
This is one of the stricter rules in Palmdale's municipal code. If you are unsure whether your situation complies, it is worth checking with the city before proceeding.
Massage Establishments
Operating a massage establishment in Palmdale without a City Council-issued permit is unlawful and a misdemeanor under PMC § 5.04.440, which requires fingerprinting, a 10-year background disclosure, proof of matriculation from a recognized massage school, and a qualified massage association membership.
Key details: Permit authority: City Council, after Director investigation. Investigation window: 60 days from complete application. Training proof: Recognized massage school matriculation required. Association membership: Qualified massage association, 500+ training hours. Background lookback: 10 years of convictions and prior addresses disclosed.
Administering a massage or operating or advertising a massage establishment without first obtaining the required permit and business license, or violating any other provision of § 5.04.440, is a misdemeanor. The City Council may suspend a permit for 30 days per violation of the operating or entertainer standards, and may revoke or refuse to renew it for repeat violations within a year or for conduct triggering law enforcement or code enforcement response; an unlawfully operated establishment may also be abated as a public nuisance through injunction.
Compared to other cities, Palmdale takes a harder line on massage establishments. The enforcement and penalty structure reflects that.
Tobacco Retail License
Every tobacco, e-cigarette, and vape retailer in Palmdale must hold a City tobacco/smoking product retailer permit for each sales location under Municipal Code Section 5.04.480. A permit is barred at any premises separately licensed to serve alcohol on-site or to serve food for on-site consumption, and permits face an escalating suspension and revocation schedule for repeat violations.
Key details: Permit required: Per location, before retailing begins. Minimum ID-check age: Card anyone under 27. Employee minimum age: 18 to sell tobacco products. 1st violation penalty: 90-day permit revocation. 3rd violation penalty: Permanent permit revocation.
A first Council-found violation within five years draws a written warning, mandatory employee retraining within 60 days, and a 90-day permit revocation; a second violation within five years can revoke the permit for up to a year, and a third permanently revokes it. The City Attorney may also pursue civil nuisance abatement, code-enforcement proceedings, or injunctive relief, and a revoked retailer must remove all tobacco products, paraphernalia, and advertising from public view during the revocation period.
This is one of the stricter rules in Palmdale's municipal code. If you are unsure whether your situation complies, it is worth checking with the city before proceeding.
Tattoo & Body Modification
Palmdale requires a conditional use permit for every tattoo, body art, and piercing establishment under PMC Sec. 17.92.170, plus a 500-foot separation from schools, parks, alcohol outlets, and other body art shops. Operators must also hold a Los Angeles County Department of Public Health permit.
Key details: Governing section: PMC Sec. 17.92.170. Permit type: Conditional use permit required. Separation from schools/parks/alcohol outlets: 500 feet. Separation from other tattoo/body art shops: 500 feet. Health permit issuer: LA County Dept. of Public Health.
An establishment operating without the required conditional use permit or that fails the 500-foot separation standards in Table 17.92.170-1 is not lawfully established under Sec. 17.92.170. The code also requires a conspicuous interior sign, at least eight inches by 11 inches, stating that the business checks ID for everyone under 27 years of age for any requested service, posted in an additional language if that is the predominant language of the clientele; failure to maintain required County Department of Public Health registration and training records on-site for inspection is a specific compliance failure under Sec. 17.92.170(D)(3).
Compared to other cities, Palmdale takes a harder line on tattoo & body modification. The enforcement and penalty structure reflects that.
Auto Repair on Residential Property
Palmdale confines do-it-yourself auto repair to the resident's own garage: PMC § 17.87.080(D)(2) permits light repair and maintenance only on vehicles the resident owns and operates, and only inside the dwelling unit's garage. No repair, maintenance, or storage of inoperable vehicles is allowed in driveways, front setbacks, or side and rear yards visible from the street, and commercial auto repair is barred outright in residential zones.
Key details: Repair location: Resident's own garage only. Prohibited areas: Driveways, front setbacks, visible side/rear yards. Commercial repair: Barred outright in residential zones. Waste disposal: Per PMC Chapter 8.36 and state law. Governing section: PMC § 17.87.080(D)(2).
Running a repair business from a house, working on cars in the driveway or a visible side or rear yard, or leaving an inoperable vehicle parked outside the garage puts a resident outside PMC § 17.87.080(D)(2). Because the code allows no commercial auto repair in residential zones at all, City code enforcement can cite the violation directly rather than route it through a use permit or variance process.

If you are a homeowner, renter, or business owner in Palmdale, take the time to understand these requirements before they become a problem.
