Operating an auto wrecker for non-consent or police-authorized tows within Shenandoah without a current unlimited wrecker permit is unlawful under Sec. 82-61(b). Charging more than $175.00 for a standard non-consent tow, or $350.00 for the initial heavy-duty tow, violates Sec. 82-36's price caps, and the police chief may suspend or revoke a permit under Sec. 82-71 for repeated ordinance violations or lapsed insurance.

Shenandoah, Texas requires any new sexually oriented business enterprise to certify it sits at least 1,500 feet from any child care facility, school, dwelling, hospital, public building, public park, or church, at least one mile from a penal institution, and no closer than 2,000 feet to more than two other Class I enterprises, under Sec. 18-174(e).

Sec. 18-127 authorizes the city to prosecute a sexually oriented business violation, including operating outside the required spacing, as a class A misdemeanor under V.T.C.A., Local Government Code § 243.001(a) and (b), and a criminal conviction does not prevent the city from separately suspending or revoking the SOBP. Sec. 18-129 also lets the city or the county attorney sue to enjoin an enterprise operating without a valid permit or in violation of the spacing rules.
