Shops must stay closed before 7:00 A.M. and after 7:00 P.M., and cannot open Sundays, though hours extend to 11:00 P.M. on Saturdays, holiday eves, and the last fifteen days of December.

Receiving pledges or keeping the shop open outside the permitted 7:00 A.M. to 7:00 P.M. window, or on Sunday, violates section 4-2O-4. Accepting goods with altered identification marks violates section 4-2O-8. These are enforceable as a class B misdemeanor under the general Title 4 penalty, section 4-1D-2.

Secondhand Dealers

West Jordan requires a general business license plus a special secondhand/junk license to operate as a secondhand, computer, compact disc, precious metal, junk, or antique dealer under City Code section 4-2N-1. Every dealer must also hold received items for a mandatory 30-day period before disposal or alteration, subject to police inspection.

Towing Companies

West Jordan bars wreckers and tow operators from moving a vehicle off a public street, or off private property, without the owner's or custodian's consent, under City Code section 4-2S-9. The only exceptions are towing at a law enforcement agency's direction, or private-property towing performed at the request of the vehicle's owner or the property's owner under the article's posted-sign rules.

Sign size: At least 18 by 24 inches. Immobilization hold: Minimum 2 hours before removal. Release response time: Within one-half hour of request.

Towing a vehicle from a public street or private property without the required consent, or without the posted signage section 4-2S-8 demands, is designated an illegal towing activity under section 4-2S-9. Section 4-2S-3 makes any failure to meet the article's requirements grounds for revoking the wrecker's city license, on top of the general citywide penalty in section 1-14B-1, which treats an unlisted violation as a Class B misdemeanor with fines up to $5,000 for a corporate towing company.

Operating a retail tobacco specialty business without both the general city business license and the specialty license required by section 4-2T-2, or within the proximity limits set by section 4-2T-3, is enforced through Title 4's licensing framework, including denial or revocation of the business license, and through the citywide penalty in section 1-14B-1, which makes an unlisted code violation a Class B misdemeanor, punishable by a fine of up to $5,000 for a corporate retailer.

Tattoo & Body Modification

West Jordan allows tattoo and body engraving establishments as a conditional use in only one commercial zone: SC-3, the regional shopping center zone. City Code section 13-5E-3 leaves the use out of the C-G, C-M, SC-1 and SC-2 commercial zones entirely, and even an SC-3 location still needs Planning Commission approval under the conditional-use procedures in chapter 7, article E and title 15.

Operating a tattoo or body engraving business outside the SC-3 zone, or without the required conditional-use approval, is a zoning violation. West Jordan's general penalty section 1-14B-1 makes any code violation lacking its own stated punishment a Class B misdemeanor, with corporate or business-entity fines up to $5,000 per conviction under Utah Code section 76-3-302. Operating without the underlying business license separately violates section 4-1B-1 and can trigger license denial, suspension, or revocation.

Auto Repair on Residential Property

West Jordan does not list vehicle or engine repair among its permitted home occupations, and its zoning code defines a home business as a "service establishment" that specifically excludes major or minor auto repair. A resident who tries it anyway would still need a general business license reviewed against home occupation standards that cap a business vehicle at 12,000 pounds and ban combustible materials.

The Zoning Administrator can deny the license application outright or revoke a license already issued for standards violations found on inspection.

Adult Entertainment

West Jordan confines sexually oriented businesses to M-2 zoning and requires 600 feet of separation from each other and from homes, churches, schools, parks, historic sites, medical facilities, daycares, and any alcohol-licensed premises under City Code section 4-2I-6. Operators and their employees must each hold a separate city license on top of the general business license.

Operating without the dual city license required by 4-2I-5, or employing someone without the required employee license under 4-2I-7, is separately unlawful. Violations of Title 4 are enforceable as a class B misdemeanor under section 4-1D-2, and the city may also seek an injunction under section 4-1D-4 against a business operating in violation of the article.
