Anaheim's Data Centers & Crypto Mining: The Rules That Matter

By CityRuleLookup Editorial Team

Every city handles data centers & crypto mining a little differently. In Anaheim, California, there are 2 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Data Center Zoning & Siting

Anaheim's Zoning Code has no data-center use class. Because the Industrial (I) zone's Table 10-A doesn't list them and unlisted uses are prohibited, the Planning & Building Director must classify a data center under an existing use before it can be built.

Key details: Zone: Industrial (I), Table 10-A. Code: Sec. 18.10.030.060. Use Class: No data-center class exists. Unlisted Uses: Prohibited in base I zone. Determination: Director classifies (Sec. 18.36.020).

Building or operating a data center in the Industrial zone without the required use-classification determination or, where applicable, a conditional use permit is a zoning violation enforced by Anaheim Planning & Building code enforcement.

Compared to other cities, Anaheim takes a harder line on data center zoning & siting. The enforcement and penalty structure reflects that.

Data Center Noise Limits

Anaheim caps sound from any premises at 60 dBA on the A-scale, measured at any point on the property line for noise radiated over extended periods. A data center's cooling equipment and backup generators must meet this single limit day and night.

Key details: Limit: 60 dBA at property line. Metric: A-scale, slowest response. Hours: Applies day and night. Code: Sec. 6.70.010. Penalty: Infraction, then misdemeanor.

Under Section 6.70.020, a first violation is an infraction and each subsequent violation is a misdemeanor, enforced by Anaheim's Code Enforcement Manager under Section 6.70.030.

The Bottom Line

Anaheim's data centers & crypto mining rules are a mixed bag. Some areas are strict, others are relaxed, and the details matter. The best approach is to check the specific rule that applies to your situation rather than assuming Anaheim is broadly strict or permissive.

All of the above reflects Anaheim's municipal code as of our last review. If you need specifics on fines, exemptions, or filing requirements, the detailed ordinance pages linked above have the full breakdown.
