Menifee's Data Centers & Crypto Mining: The Rules That Matter

By CityRuleLookup Editorial Team

Every city handles data centers & crypto mining a little differently. In Menifee, California, there are 2 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Data Center Zoning & Siting

Menifee has no data-center ordinance and no "data center" use in its Development Code. Because the city's use table treats unlisted uses as not permitted, a data center needs a Similar Use Determination before it can go into a BP or HI zone.

Key details: Dedicated ordinance: None. Use table: Table 9.135.030-1. Zones: BP, HI industrial. Unlisted uses: Not permitted by default. Path: Similar Use Determination, Ch. 9.95.

Operating a data center without the Similar Use Determination, or outside the zone it was approved for, is a Development Code violation enforced by Code Enforcement through stop-work orders, citations, and abatement.

This is not one of those rules that cities tend to ignore. Menifee actively enforces its data center zoning & siting requirements.

Data Center Noise Limits

Menifee caps stationary-source noise at another occupied property at 65 Leq exterior from 7 a.m. to 10 p.m. and 45 Leq overnight, under Development Code Table 9.210.060-1. Heating and air conditioning equipment in proper repair is exempt.

Key details: Code: Dev. Code Sec. 9.210.060. Exterior day: 65 Leq, 7 a.m.-10 p.m.. Exterior night: 45 Leq, 10 p.m.-7 a.m.. Interior: 55 day / 40 night. HVAC: Exempt if in proper repair.

Sound above the Table 9.210.060-1 limits is a Development Code violation enforced by peace officers and code enforcement officers; refusing to cooperate with an officer measuring the sound is a separate violation.

Menifee is more permissive than most cities when it comes to data center noise limits. That said, there are still limits.

The Bottom Line

Menifee's data centers & crypto mining rules are a mixed bag. Some areas are strict, others are relaxed, and the details matter. The best approach is to check the specific rule that applies to your situation rather than assuming Menifee is broadly strict or permissive.

All of the above reflects Menifee's municipal code as of our last review. If you need specifics on fines, exemptions, or filing requirements, the detailed ordinance pages linked above have the full breakdown.
