Food Trucks & Mobile Vendors in Raleigh, NC

Vending Zones

Raleigh treats food trucks as "Mobile Retail. Long Term" under UDO Section 6.4.11.C: every truck needs an annually renewed mobile vending permit plus a Wake County Environmental Services vending permit, and it must sit at least 50 feet from any other eating establishment's entrance, outdoor dining area or food cart.

Sidewalk & Mobile Vending

Raleigh peddlers can sell only home-made food, cut flowers, produce and original art from the street under an annual permit, capped at two hours per non-metered space, and must stay at least 50 feet from competing businesses or other peddlers. City Code Sec. 12-1024 sets the product list, insurance minimums and cart specs enforced under the Private Use of Public Spaces Handbook.

Peddling without a permit, or outside the Handbook's approved location, cart type, or product list, is a misdemeanor punishable by a fine greater than $50 under N.C.G.S. 14-4, and separately a misdemeanor under Sec. 12-1024(k) enforceable through civil penalty, injunctive relief, or a combination of remedies; a pushcart permit is automatically revoked after the operator receives three citations, civil or criminal, in any calendar year.

This is not one of those rules that cities tend to ignore. Raleigh actively enforces its sidewalk & mobile vending requirements.

Food Truck Permits

Food trucks serving customers from the public right-of-way in Raleigh must hold a City permit under § 12-1024.1, limited to five defined locations downtown, and can operate only between 10:00 a.m. and 10:00 p.m. daily. A separate $100 administrative fee applies per violation, and violations remain independently enforceable as a misdemeanor through injunctive relief. Evidence of improper grease or liquid-waste disposal voids the permit immediately and forces the truck to stop operating on the spot.
