Neenah's Home Business: The Rules That Matter

Exceeding the eight-child threshold makes it a 'day care center/nursery school,' which needs a special use permit in R-1; operating without one is a zoning violation carrying a $10-$100 forfeiture per offense under § 26-28.

Zoning & Home Occupation Permits
Neenah requires a home occupation permit from the Department of Community Development before running a business out of a residence, with neighbor notice within 200 feet and annual renewal or the permit lapses.

Neenah limits home-based businesses to one extra vehicle of traffic or parking at a time and requires one off-street parking stall for the use.

Generating more than one extra vehicle of traffic or parking at a time violates § 26-491(6) and can result in permit denial or revocation under § 26-493, with the City able to require the business to cease operating.
The Bottom Line
