Sit-Lie Rules

Kennewick bars sitting or lying on a public sidewalk or right-of-way between 6:00 a.m. and midnight inside four designated zones, mostly downtown and along Clearwater Avenue. KMC 10.08.140 exempts medical emergencies, disabilities, permitted businesses and events, and requires a warning before enforcement.

Sitting or lying in a designated zone after a warning and a reasonable opportunity to comply is a misdemeanor under KMC 10.08.140(6). Enforcement requires the officer-notification step in subsection (3) before any citation, and each of the section's provisions is independently severable under subsection (7) if a court invalidates one part.
