Why Largo Has Some of the Strictest Homelessness & Encampment Rules in the State
If you live in Largo or are thinking about moving there, homelessness & encampment rules are one of those things you probably won't think about until they affect you directly. Largo has 2 specific rules on the books covering different aspects of homelessness & encampment rules, and some of them might surprise you.
Encampment Sanitation
Largo prohibits placing or using any tent, hut, lean-to, shack, or other temporary shelter on city property or in the public right-of-way unless a permit for that specific structure has already been issued under another section of the Code. Only handheld umbrellas and open-sided park sun or rain covers are exempt, so an unpermitted encampment structure is a Code violation the moment it goes up.
Key details: Governing section: Largo City Code Β§ 21-82. Adopted: Ord. No. 2024-46, August 6, 2024. Covers: Tents, huts, lean-tos, shacks, temporary shelters. Applies to: Public property and public rights-of-way. Park exception: Open-sided sun/rain covers only.
Setting up a tent, lean-to, shack, or similar structure on Largo city property or in the right-of-way without a permit that specifically authorizes it is a violation of Section 21-82, chargeable as a Code of Ordinances violation. City code enforcement can act on unpermitted encampment structures on sight; the only lawful cover items are handheld umbrellas in the right-of-way and open-sided park sun/rain covers on city parkland.
This is not one of those rules that cities tend to ignore. Largo actively enforces its encampment sanitation requirements.
Sit-Lie Rules
Largo makes it a criminal offense to sleep, lie, or recline anywhere on a public sidewalk, street, walkway, or the strip of land next to one. A first-time violator must still get a verbal warning and a shelter-space check before any citation, but conviction carries up to a $500 fine or 60 days in jail. Exceptions cover only medical emergencies and permitted bus benches.
Key details: Governing section: Largo City Code Β§ 21-81. Adopted: Ord. No. 2024-46, August 6, 2024. Maximum fine: $500.00. Maximum jail term: 60 days in county jail. Pre-citation steps: Verbal warning, then shelter-space inquiry.
Largo code enforcement officers may write a citation under Section 21-81 only after completing the required verbal warning and shelter-space inquiry. Conviction carries a fine of up to $500.00 and up to 60 days in the Pinellas County jail, or both. An officer who knows of an open shelter bed within three miles must offer transportation before charging a repeat violator, and leaving the pathway for the rest of that day after the shelter inquiry avoids a citation entirely.
This is not one of those rules that cities tend to ignore. Largo actively enforces its sit-lie rules requirements.
The Bottom Line
Largo is tougher than many cities when it comes to homelessness & encampment rules. Out of the 2 rules covered here, 2 are rated strict. If you are a homeowner, renter, or business owner in Largo, take the time to understand these requirements before they become a problem. Most violations come with fines, and some repeat violations can escalate.
