Corpus Christi's Landscaping Rules: The Rules That Matter

Every city handles landscaping rules a little differently. In Corpus Christi, Texas, there are 6 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Tree Trimming

Corpus Christi requires every property owner and occupant to keep trees and shrubs trimmed so they do not overhang a street below 13 feet or a sidewalk below 7 feet, and the city can bill unpaid trim-outs back to the property as a lien.

Key details: Sidewalk clearance: 7 feet minimum overhang height. Through-street clearance: 13 feet across full curb-to-curb width. Residential street clearance: 7 ft near curb, 13 ft beyond 4.5 ft. Appeal window: 7 calendar days to city manager. Unpaid lien interest: 10 percent per year.

A violation of Sec. 53-264 or the Sec. 53-265 trim duty is a misdemeanor under Sec. 53-267, punishable by a fine up to the general Code maximum in Sec. 1-6. Beyond the criminal fine, unremedied obstructions become a city-performed abatement billed to the owner, recorded as a lien against the property and drawing 10 percent annual interest until paid, with foreclosure and suit available to the city to recover the cost.

Water Restrictions

Corpus Christi ties lawn watering to the reservoir system's drought stage under Sec. 55-153. At Stage 1, sprinkler or automatic irrigation is capped at once per week on a city-assigned watering day, and never between 10:00 a.m. and 6:00 p.m. Hand-held hoses, small buckets and drip lines are exempt.

Sec. 55-156 makes any violation of the water conservation article a Class C misdemeanor and a strict-liability offense, punishable by a fine of up to $500.00 per violation per day, with each day and each separate provision counted as a separate offense. The billed customer of record is presumed to be the violator and bears the burden of showing otherwise. A second violation at the same household or premises authorizes the superintendent to disconnect water service, and failure to respond to a citation likewise triggers a service disconnection. Violation cases get preferential, expedited setting in municipal court ahead of other dockets.

Rainwater Harvesting

Rainwater harvesting is legal and encouraged in Corpus Christi. Texas Property Code 202.007 prohibits HOAs from banning rainwater collection systems. The city promotes rain barrels as a water conservation tool.

Development Services reviews landscaping compliance before a certificate of occupancy issues. Trees claimed for credit that lack protective fencing or suffer construction in over 50% of the critical root zone forfeit the credit, and the site must meet landscaping requirements another way before final approval.

Weed Ordinances

Corpus Christi prohibits weeds exceeding 12 inches on any property under Chapter 13 property maintenance standards. Code Compliance actively enforces and may abate violations at the owner expense.
