Shared E-Scooter Rules

Charleston makes it unlawful to rent, offer, or make available a motor scooter for use on the public right-of-way, effectively closing the door to dockless shared scooter programs. Even personally owned scooters are barred from roadways, sidewalks, city parking garages, and city athletic fields or tennis courts under Sec. 19-91(b).

Bike Lane Rules

Charleston bars sidewalk riding once a road carries a posted speed of 35 mph or more if a dedicated bicycle lane runs alongside it; cyclists must use that lane instead of the sidewalk under Sec. 19-125(a)(3). General sidewalk riding is otherwise unlawful outside narrow exceptions for young children and marked shared-use paths.
