Chicago's Mobility & Curb Rules: The Rules That Matter

Every city handles mobility & curb rules a little differently. In Chicago, Illinois, there are 5 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Bike Lane Rules

Chicago bans driving, standing or parking in marked bicycle lanes, with a $250 fine and immediate tow for parked violations.

This is not one of those rules that cities tend to ignore. Chicago actively enforces its bike lane rules requirements.

E-Bike Classes

Chicago treats Class 1 and Class 2 e-bikes like regular bicycles on streets and bike paths, but bans Class 3 e-bikes from every sidewalk and requires Class 3 riders to be at least 16.

Key details: Class 3 sidewalk rule: Banned on all sidewalks citywide. Class 3 minimum age: 16 years old. Class 2 motor cutoff: Disengages when brakes applied. Class 1 & 3 motor cutoff: Disengages when pedaling stops. Default fine: $50 to $200 per offense.

Riding a Class 3 e-bike on a sidewalk violates MCC § 9-52-020 and draws Chapter 9-52's default fine of $50 to $200 per offense under § 9-52-010(d), since no separate penalty is set for this section.

Shared E-Scooter Rules

Chicago licenses shared e-scooter operators and bans riding them on sidewalks: scooters must stay in bike lanes or on streets.

Key details: Operator license required: yes, $250,000 per 2-year term. Sidewalk riding: banned. Riding zone: bike lanes/paths, or streets if none. Parking clearance: 6 ft from obstructions, locked upright. Licensee fine range: $500–$10,000 per violation.

Licensees face fines of $500 to $10,000 per violation, with each day of noncompliance a separate offense (9-103-160); the City can also remove improperly parked or geo-fence-violating scooters and bill the licensee $100 per scooter recovered (9-103-170).

TNC Pickup Zones

Uber and Lyft drivers can't pick up at O'Hare, Midway, or McCormick Place except at designated taxicab stands or loading zones.

Key details: Covered sites: O'Hare, Midway, McCormick Place. Allowed pickup spot: designated taxicab stand or loading zone. Who can expand it: BACP commissioner, via rulemaking. Enforcing agency: BACP Public Passenger Vehicle Division.

Violations of Chapter 9-115 operating regulations are enforced by BACP's Public Passenger Vehicle Division; a driver or licensee found in violation is subject to fines under the chapter's general penalty provisions and possible suspension of the driver's TNC credentials.

This is not one of those rules that cities tend to ignore. Chicago actively enforces its tnc pickup zones requirements.

Red-Light Cameras

Cameras at intersections and school/park safety zones ticket red-light runners and speeders under Municipal Code Chapters 9-101 and 9-102, with fines set by Section 9-100-020(d).

Key details: Red-light camera fine: $100 flat. Speed fine, 6-10 mph over: $35. Speed fine, 11+ mph over: $100. School-zone camera hours: 7 a.m.-7 p.m., school days. Liable party: registered vehicle owner.

Registered owner is liable regardless of who was driving: $100 flat fine for a red-light camera hit (§ 9-102-020); speed camera fines are $35 (6-10 mph over) or $100 (11+ mph over), per § 9-100-020(d).
