Killeen's Noise Ordinances: The Rules That Matter

Barking Dogs

Owners can contest the nuisance finding at the hearing.

Amplified Music & Outdoor Sound

Killeen regulates amplified music under the general noise ordinance. Sound amplification permits available for events. TX Penal Code §42.01 applies.

Leaf Blower Rules

Killeen has no leaf blower-specific restrictions. General noise ordinance limits apply. DFW area is EPA ozone nonattainment but no equipment bans.

A first nighttime noise conviction runs $100 to $2,000 under Sec. 16-82; a second conviction within twelve months carries a floor of $250, with the same $2,000 ceiling. No culpable mental state is required under Sec. 16-83, so intent is not an element the city has to prove, and a Killeen peace officer can arrest or cite on the spot for a violation committed in the officer's presence under Sec. 16-77.

Construction Hours

Killeen allows construction during designated hours. Most Texas cities permit 7 AM to 8 PM weekdays. Emergency utility work exempt.

Decibel Limits

Even a reading under those numbers can still draw a citation if the noise meets the general nuisance definition in Sec. 16-79(b).

Vehicle Noise

In Killeen, playing a radio, sound amplifier, or similar device loudly in a vehicle is a noise nuisance under Section 16-78, and Section 16-79 caps it at 50 dBA A-weighted at the property line.
