When Independence declares a snow-driven parking emergency, vehicles must clear designated emergency routes within two hours or face towing under City Code § 18.13.028.

Independence bars trucks from residential-district parking unless they're actively delivering or are licensed under 12,000 pounds and no longer than 22 feet, with separate size and time limits for trailers and buses.

Loading Zones

Independence requires off-street loading spaces for public, commercial, and industrial buildings over 20,000 square feet: one space up to 49,999 square feet, two spaces above that, each at least ten feet wide and 25 feet long.

Independence bans stopping, standing, or parking in over 20 specific situations under City Code § 18.15.006, including within an intersection, within 20 feet of one, on a crosswalk, within 15 feet of a fire station driveway, within five feet of a hydrant, and blocking a driveway or alley.

Vehicles obstructing traffic or blocking access can also be ticketed and towed.

Abandoned Vehicles

Independence bans keeping an unlicensed, wrecked, or partly dismantled motor vehicle out in the open for more than 7 days, with an exception for repair work performed entirely inside an enclosed structure.
