Topeka's Unsafe Structures chapter lets the City order repair, demolition, or boarding of buildings so dilapidated they're unsafe or unfit for habitation, via an administrative hearing officer.

Key details: Trigger: unsafe, unsanitary, unfit for habitation. Unreasonable-to-repair test: repair cost over 30% of value. Decision-maker: Administrative Hearing Officer. Outcomes: demolish, repair, or board up.

Owners who ignore an abatement order after the hearing process face the City demolishing, repairing, or boarding the structure and assessing the cost against the owner or the property.

Snow & Sidewalk Clearing

Topeka owners must clear sidewalk snow and ice within 48 hours (residential) or 24 hours (commercial) after a storm ends, or face fines under TMC § 12.40.010 and § 12.40.040.

Key details: Residential deadline: 48 hours after storm ends. Commercial/multifamily deadline: 24 hours after storm ends. First fine, residential: $20. First fine, commercial: $50. Repeat fine, commercial: $100.

$20 fine for a first residential violation, $50 for commercial; repeat violations within 12 months jump to $50/$100. The City can also remove the snow itself and bill the owner under TMC § 12.40.050.
