Visalia's Public Conduct: The Rules That Matter

Skateboarding Rules

Skateboarding in Visalia is only permitted in the city's designated skate park at 345 North Jacob Street. Riders must wear a helmet, elbow pads, and knee pads while in the skate park.

Riding without required protective gear is an infraction, subject to citation. Separate sections of the Visalia Municipal Code (Chapter 10.44) govern skateboarding on public streets and sidewalks outside of the skate park.

Outdoor Smoking Restrictions

Smoking in a prohibited area is an infraction: $50 for first offense, $100 for each subsequent offense. Proprietors who fail to post required 'No Smoking' signs face $100 first offense and $250 subsequently. Repeated violations can be prosecuted as misdemeanors with fines up to $1,000 and/or 6 months jail, and business licenses may be revoked.

Loud Party Ordinance

Visalia can cite both party hosts and property owners for disturbances, fines start at $100 and reach $500 for repeat calls, and a social-host provision separately penalizes adults who allow minors to drink at gatherings on their property.

Social host liability: Yes: hosts can be separately cited when minors drink at gatherings. Absence as defense: No: being off-site when disturbance occurs is not a complete defense.

Administrative citation: $100 first violation; $200 second violation within a 12-month period; $500 each subsequent violation within that 12-month period. Violations may alternatively be charged as a criminal misdemeanor or infraction. Social host violations (underage drinking at gatherings) carry the same fine schedule under § 9.32.060.
