Escondido requires an encroachment permit before anyone may excavate, grade, construct improvements or otherwise encroach within a public right-of-way, under City Code Section 23-8. Obstruction Rules

Escondido bars placing goods, wares, merchandise, tools or other obstructions on a public sidewalk beyond the building line under City Code Section 23-4, and separately bans leaving any sharp or dangerous tool, implement or machine on a sidewalk for more than six hours under Section 23-3. The city engineer can order any encroachment removed within 10 days, and unremoved obstructions become an infraction under Section 23-6.

For general street and public-ground encroachments under Section 23-1, the city engineer can order removal within 10 days and, if ignored, remove the obstruction itself and pursue the responsible owner in an action to recover the city's removal costs and expenses under Section 23-2.
