Freeway-Facing Signs
Grand Rapids designates an Upgrade Eligibility Zone for off-premises signs aimed at drivers on I-196, I-96, and US-131, letting owners earn credits toward limited upgrades.
Key details: Zone coverage: I-196, I-96, US-131 frontage. Upgrade currency: credits from removing other billboards. Height increase cost: 2 removal credits per 5 ft. New support structure cost: 3 removal credits.
Upgrading a freeway-facing billboard's size, height, or structure without first banking sign-removal credits through the program, or exceeding the credit requirements in Table 5.15.03.I.3.c.v, is a zoning violation.
This is not one of those rules that cities tend to ignore. Grand Rapids actively enforces its freeway-facing signs requirements.
Holiday Displays
Grand Rapids allows seasonal string lighting on homes and buildings without a Director Review permit, but only inside a set window: up to 60 days before the holiday and removed within 20 days after.
Key details: Earliest install: 60 days before holiday. Removal deadline: 20 days after holiday. Permit needed in window: None (Director Review waived). Governing section: Zoning Code § 5.2.19.E.3.
The Planning Department enforces the Zoning Ordinance; a display left up past the 20-day removal window loses its exemption and can be cited as a municipal civil infraction under Chapter 170.
Digital Billboards
Grand Rapids caps digital billboard conversions in its freeway Upgrade Eligibility Zone at 10 faces citywide, split between the I-96/I-196 and US-131 corridors.
Key details: Citywide digital cap: 10 faces maximum. I-96/I-196 corridor allowance: up to 4 faces. US-131 corridor allowance: up to 6 faces. Conversion cost: 2 removal credits per face.
Converting a billboard face to digital beyond the 10-face citywide cap, or outside the I-96/I-196 and US-131 corridors, violates Section 5.15.03.I.3.d and is enforced as an unpermitted sign upgrade.
