Sign Regulations in Jackson, MS: What Residents Actually Need to Know
If you live in Jackson or are thinking about moving there, sign regulations are one of those things you probably won't think about until they affect you directly. Jackson has 6 specific rules on the books covering different aspects of sign regulations, and some of them might surprise you.
Window Signs
Window signs in Jackson are permit-exempt as long as they cover 20 percent or less of the entire building's window glass area, including the frame, under Sec. 102-31(14). Flashing lights visible through the window are barred outright, and coverage beyond 20 percent forfeits the exemption.
Key details: Max coverage: 20% of total window glass area. Measured: Across the entire building, including frame. Flashing lights: Expressly prohibited through window signs. No permit needed: If within the 20% cap (§ 102-31(14)). Over the cap: Treated as a regulated building/wall sign.
Window signage over the 20 percent threshold, or any flashing light visible through a window sign, is treated as a code violation under Sec. 102-33: the building official can issue a correction notice with 30 days to start and 90 days to finish, then remove the noncompliant signage and bill the property owner. The citywide general penalty in Sec. 1-10, up to $1,000.00, also applies to continuing violations.
If you are coming from a city with tighter rules, you will find Jackson gives residents more flexibility on window signs.
Holiday Displays
Holiday decorative signs in Jackson don't need a sign permit as long as they come down within 60 consecutive days and no more than 60 days total in one year, per Sec. 102-31(19). Leave one up longer and it loses the exemption and becomes subject to the same permit and removal rules as any other sign.
Key details: Exempt without permit: Decorative holiday signs (§ 102-31(19)). Max display: 60 consecutive days and 60 days/year. Enforcement: Building official, § 102-33(d). Notice period: 30 days to begin correction, 90 days total. Sign chapter last updated: Ord. No. 2010-12(7), July 2010.
There's no separate fine written into Sec. 102-31 itself; an overstaying holiday sign becomes an unpermitted sign under Sec. 102-33(d), triggering the 30-day notice-to-correct and 90-day removal deadline before the building official removes it and bills the owner for the cost. Beyond that, a continuing violation of the sign chapter can also draw the citywide general penalty in Sec. 1-10, up to $1,000.00 per day.
Jackson is more permissive than most cities when it comes to holiday displays. That said, there are still limits.
Freeway-Facing Signs
On federal interstate highways and their frontage roads, Jackson caps outdoor advertising signs at 700 square feet and 50 feet high, spaces them at least 1,000 feet apart, and pushes that spacing to 2,500 feet for digital electronic faces on the same thoroughfare.
Key details: Max size on interstate/frontage roads: 700 square feet. Max height: 50 feet. Minimum spacing (standard sign): 1,000 feet. Minimum spacing (digital sign): 2,500 feet. Permitted zoning districts: C-3, I-1, I-2 only.
An outdoor advertising sign built or altered without meeting the spacing, size, height, district or setback standards of Section 102-33(k) is treated as noncompliant under Chapter 102's general enforcement process: a 30-day correction notice from the building official, 90 days to remove or fix it, and a misdemeanor fine of $100.00 to $1,000.00 under Section 102-38, with each day counted as a separate offense.
Political Signs
Jackson lets political signs go up without a permit, but they must sit at least ten feet from any public right-of-way, stay under 12 square feet, and come down within 15 days after the candidate's race ends or the city removes them and bills a fine.
Key details: Setback from right-of-way: 10 feet minimum. Maximum sign area: 12 square feet. Signs per candidate: One per premise. Removal deadline: 15 days after election ends. Late-removal fine: $100.00 plus $5.00 per sign.
Failure to remove a political sign after the 72-hour notice triggers a $100.00 fine against the candidate under Section 102-31(12), plus an additional $5.00 for each sign the city itself has to remove. Signs placed in the right-of-way at any time can draw the notice regardless of the 15-day post-election deadline.
Digital Billboards
Jackson limits any digital electronic billboard to six commercial ads plus one public service message per rotation, and flatly bars new digital conversions inside the city's designated scenic and historic corridors unless the council grants a special use permit after a public hearing.
Key details: Max commercial ads per rotation: Six, plus one PSA. Scenic/historic corridor conversions: Barred without council special use permit. Static display hold time: 8 seconds minimum. Transition time between images: 2 seconds maximum. Legal basis for corridor hearing: Miss. Code § 17-1-17.
A digital sign exceeding the six-ad rotation cap or converted inside a scenic/historic corridor without the required council-approved special use permit is an unpermitted or noncompliant sign under Chapter 102, drawing the same 30-day correction and 90-day removal process as any other violation, plus a misdemeanor fine of $100.00 to $1,000.00 under Section 102-38, with each day a separate offense.
Compared to other cities, Jackson takes a harder line on digital billboards. The enforcement and penalty structure reflects that.
Garage Sale Signs
Garage and yard sale signs in Jackson are permit-exempt only if they're 6 square feet or smaller, limited to one per premises, and taken down within one day of the sale, per Sec. 102-31(20). Posting one on a utility pole, tree, or fence isn't allowed under the separate sign-placement ban in Sec. 102-32(7).
Key details: Max size: 6 square feet. Limit: One sign per premises. Removal deadline: Within 1 day of the sale (§ 102-31(20)). Pole/tree postings: Prohibited citywide (§ 102-32(7)). Underlying sale permit: Separate $10 permit if sale runs over 3 days.
A garage-sale sign that's oversized, unremoved after one day, or posted on a pole, tree or right-of-way falls under Sec. 102-33(d)'s enforcement track: the building official notifies the responsible party, allows 30 days to begin correcting it and 90 days total, then removes it at the owner's cost. General code violations otherwise default to Sec. 1-10's citywide penalty of up to $1,000.00.
Jackson is more permissive than most cities when it comes to garage sale signs. That said, there are still limits.
The Bottom Line
Compared to many U.S. cities, Jackson gives residents more room on sign regulations. 3 of the 6 rules here are rated permissive. But permissive does not mean unregulated. There are still requirements, and the city does enforce them when violations are reported.
Keep in mind that Jackson can amend these rules at any council meeting. For the most current version of any rule mentioned here, check the specific ordinance page, where we track updates as they happen.
