Sign Regulations in Rock Hill, SC: What Residents Actually Need to Know
If you live in Rock Hill or are thinking about moving there, sign regulations are one of those things you probably won't think about until they affect you directly. Rock Hill has 5 specific rules on the books covering different aspects of sign regulations, and some of them might surprise you.
Garage Sale Signs
Rock Hill, South Carolina limits garage sale signs to two on-property signs of four square feet each, plus two directional signs of two square feet each with the property owner's written permission. City Code § 11-94 caps how early signs go up and requires same-day removal.
Key details: On-site signs: 2 max, 4 sq ft each. Directional signs: 2 max, 2 sq ft each. Directional signs need: written property-owner permission. Posting window: no more than 2 days before sale. Removal: each day at close or by end of daylight.
Displaying more signs than allowed, oversized signs, directional signs without the property owner's written permission, or signs left up past the daily removal deadline is a violation of § 11-94. The municipal clerk can deny or revoke the underlying garage sale permit for a false or misleading application under § 11-91, and a conviction bars that person from getting another permit for two years.
Window Signs
Window signs in Rock Hill's commercial districts are exempt from a sign permit but capped at whichever is smaller: the area allowed for a permitted wall sign on that facade, or 50% of the window area, and they cannot be placed on spandrel glass or use flashing lights to draw attention.
Key details: Governing section: Zoning Ordinance § 8.10.4(E). Coverage cap: 50% of window area (or less). Permit needed: None, unless illuminated. Spandrel glass: Window signs prohibited there. Flashing lights: Not permitted in window signs.
Window signage is checked by the Planning & Development Department during business licensing and, for illuminated signs, at electrical permit issuance. A window display exceeding the 50%-of-window or wall-sign-equivalent cap, using flashing lights, or placed on spandrel glass is a zoning violation subject to a correction notice and removal or resizing before further permits are issued for the business.
The rules around window signs in Rock Hill lean permissive, but that does not mean anything goes.
Political Signs
Rock Hill exempts political, ideological, religious, social or governmental message signs from sign permitting entirely, as long as the sign is unrelated to a business's goods or services and stays under 32 square feet.
Key details: Governing section: Zoning Ordinance § 8.10.4(T). Size limit: 32 square feet. Permit required: No. Placement rule: Must clear sight triangles. Setback (freestanding temp.): 5 feet from right-of-way.
Because political signs are exempt from permitting, the City does not require an application before a sign is posted, but oversized signs above 32 square feet or signs placed in a required sight triangle or right-of-way can still be cited by the Planning & Development Department under the general sign-placement standards and ordered removed.
If you are coming from a city with tighter rules, you will find Rock Hill gives residents more flexibility on political signs.
Digital Billboards
Rock Hill allows electronic message boards only on freestanding signs in non-residential districts, capped at 50% of the sign face for typical businesses or 75% for event venues, with messages that cannot change more than once every five minutes and no scrolling or animation.
Key details: Governing section: Zoning Ordinance § 8.10.5.3(A)(2). Where allowed: Freestanding signs, non-residential districts. Area cap (typical): 50% of sign area. Area cap (event venues): 75% of sign area. Message change rate: No more than every 5 minutes.
The Planning & Development Department reviews EMB sign permits for compliance with the 50%/75% area caps, the five-minute change interval and the brightness limits before issuing a sign permit. An EMB installed without a permit, or one found scrolling, animating, changing faster than every five minutes, or exceeding the nit caps, is a prohibited sign under § 8.10.7(B) and subject to a correction order.
Freeway-Facing Signs
Rock Hill allows larger freestanding signs facing Interstate 77 than on ordinary roads, up to 164 square feet and 24 feet tall, but only for parcels with at least 200 feet of interstate frontage, spaced 200 feet apart and set back 10 feet from the interstate right-of-way.
Key details: Governing section: Zoning Ordinance § 8.10.5.3(B)(1). Interstate frontage sign max size: 164 square feet. Interstate frontage sign max height: 24 feet. Minimum frontage required: 200 feet. Spacing between signs: 200 feet.
Freestanding signs, including those claiming the interstate-frontage size and height allowance, require a sign permit from the Planning & Development Department, which verifies the 200-foot frontage, 200-foot spacing and 10-foot right-of-way setback before issuance. A sign built oversized for its corridor classification, or an off-premise billboard erected under cover of the interstate allowance, is subject to removal as a prohibited or noncompliant sign.
The Bottom Line
Compared to many U.S. cities, Rock Hill gives residents more room on sign regulations. 2 of the 5 rules here are rated permissive. But permissive does not mean unregulated. There are still requirements, and the city does enforce them when violations are reported.
Keep in mind that Rock Hill can amend these rules at any council meeting. For the most current version of any rule mentioned here, check the specific ordinance page, where we track updates as they happen.
