Tracy's Sign Regulations: The Rules That Matter

Compared to other cities, Tracy takes a harder line on digital billboards. The enforcement and penalty structure reflects that.

Window Signs

Tracy splits window signage into two tracks under section 10.08.4500: a temporary window sign can cover up to 25 percent of the window area as long as visibility into the building is maintained, while a permanent window sign is capped at just 4 square feet. Both fall under the window sign definition in section 10.08.4440.

Under section 10.08.4550, the City serves the business owner written certified notice and requires compliance within 30 days; failure to comply results in a citation and a Council-set fine unless the owner files a variance application during the notice period.

Garage Sale Signs

Tracy folds garage-sale signs into its general temporary-sign rule at Municipal Code section 10.08.4500(j): no sign permit is needed, but the sign cannot exceed 30 feet in height or 300 square feet in area, must sit on private property with the owner's consent, and must come down within 30 days. Section 10.08.4550 names the property owner, or lessee, as legally responsible for posting a yard or garage sale sign.

The City first serves the responsible property owner, presumed under 10.08.4550 to be whoever benefits from the sale, a written notice demanding compliance within 30 days; failing to comply brings a citation and a fine set by Council resolution. A sign endangering public safety or sitting in the right-of-way can be removed immediately under 10.08.4560.

Tracy is more permissive than most cities when it comes to garage sale signs. That said, there are still limits.

Freeway-Facing Signs

A freestanding sign in Tracy meant to be seen from a freeway, a freeway sign under section 10.08.4440, can only sit within 350 feet of the freeway, tops out at 15 feet (or 45 feet, whichever is less) and 300 square feet per face, and needs a conditional use permit rather than a standard sign permit under section 10.08.4500(f).

The City issues written certified notice demanding compliance within 30 days, followed by a citation and Council-set fine if the owner does not comply or seek a variance.

This is not one of those rules that cities tend to ignore. Tracy actively enforces its freeway-facing signs requirements.
