Visalia's Sign Regulations: The Rules That Matter

Every city handles sign regulations a little differently. In Visalia, California, there are 3 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Window Signs

Permanent window signs in commercial zones may cover the full window area if made of durable materials (etching, electronic displays, etc.) and need no separate sign-area accounting. Temporary window signs are capped at 40% of each window's area and may not be illuminated.

Window signs that exceed size limits or use prohibited methods are unlawful under § 17.46.040. Fines escalate from $50 to $250 per § 17.46.060; each day of non-compliance is a new offense.

Holiday Displays

Holiday and cultural decorations, including strings of lights, are fully exempt from Visalia's sign permit requirements. The only restriction is that decorations cannot include commercial advertising.

Commercial advertising: Not allowed as part of the decoration. Size or time limits: None specified in the sign ordinance. Applies to: All private property in Visalia.

If a decoration incorporates commercial advertising, it loses the exemption and becomes subject to the sign permit requirements and enforcement provisions of Chapter 17.48. Violations are infractions under § 17.46.060 with fines starting at $50.

Visalia is more permissive than most cities when it comes to holiday displays. That said, there are still limits.

Political Signs

Political and other noncommercial signs may be placed wherever any permitted sign is allowed, without extra approval. In residential zones the aggregate limit is 8 sq ft for permanent noncommercial signs and 24 sq ft for temporary signs (individual signs capped at 16 sq ft each).

Key details: Message substitution right: Noncommercial message (including political) may replace any permitted commercial sign. Permanent noncommercial signs – residential: 8 sq ft aggregate maximum. Temporary signs – residential: 24 sq ft aggregate; max 16 sq ft per sign. Max height (freestanding temporary): 6 feet; banners/window signs no more than 12 feet above grade. Permit required: No permit required for conforming temporary signs.

Signs exceeding the area limits or placed without a required permit are unlawful. Infractions carry fines of $50 (first), $100 (second), and $250 (each additional violation of the same section within one year) per § 17.46.060. Each day a violation continues is a separate offense.

The rules around political signs in Visalia lean permissive, but that does not mean anything goes.

The Bottom Line

Compared to many U.S. cities, Visalia gives residents more room on sign regulations. 3 of the 3 rules here are rated permissive. But permissive does not mean unregulated. There are still requirements, and the city does enforce them when violations are reported.
