In Waco's C (commercial) and M (industrial) zoning districts, detached on-premises signs facing a primary arterial street or limited-access freeway get a size bonus under Sec. 28-1092(d): 11:2 square feet of sign area per foot of frontage, up to 400 square feet, versus the flat 120-square-foot cap on other streets. Signs near an interstate can also reach 50 feet in height.

Inspection services can also deny or revoke the sign permit.

Digital Billboards

Waco allows digital off-premises billboards only under strict operating rules: each message must hold for at least eight seconds, changes must complete in two seconds and switch the whole face at once, and the sign must default to a frozen display on malfunction. Flashing, scrolling video, and truck-mounted digital signs are flatly banned.

Building a new digital off-premises sign without first securing the required square-footage removal credit under Section 28-1078 is a permit violation that blocks issuance of the sign permit itself.

Garage Sale Signs
