Digital Billboards

Wilmington bans electronic changeable copy signs outright across the Main Street Mixed Use, Riverfront Mixed Use, Mixed Use and Urban Mixed Use districts. Sec. 18-575(a) carves a narrow exception inside the Central Business District: only property north of Red Cross Street with a 300-space parking deck or a large event venue may install one freestanding digital sign, dimmed at night and capped at 750 Nits.

A property that fails the Red Cross Street location test, the parking-deck or event-venue size threshold, or that installs more than one electronic changeable copy sign is out of compliance and subject to sign-permit denial or removal. Sec. 18-599 doubles the standard permit fee for any sign erected before a permit issues, and outdoor advertising (billboard) signs remain flatly prohibited citywide under Sec. 18-575(h) regardless of district.

This is not one of those rules that cities tend to ignore. Wilmington actively enforces its digital billboards requirements.
