Folsom's Solar Energy: The Rules That Matter

HOA Restrictions

Expedited Solar Permitting
Folsom's building division must administratively approve a small residential rooftop solar system application the same day it is confirmed complete and run just one inspection, finished within two business days, under the state-mandated expedited process it adopted in Chapter 14.34.

If the chief building official requires a use permit under Section 14.34.050(E) based on substantial evidence of a specific, adverse health or safety impact, the applicant can appeal that decision to the planning commission, and review is limited strictly to local, state and federal health and safety requirements. A denied use permit under Section 14.34.050(F) must include written findings showing there is no feasible way to mitigate the adverse impact, and the city cannot simply reject an application for aesthetic or discretionary reasons outside that health-and-safety standard.

Panel Permits
To install rooftop solar in Folsom you file a standard building division application against a published checklist, pay the council-set fee, and meet electrical, plumbing and structural code standards before the city issues the permit, all under Municipal Code Chapter 14.34.

An application that stays incomplete after a correction notice will not be approved until the deficiencies are resolved, and the building division's administrative approval under Section 14.34.050(C) does not substitute for utility interconnection approval, meaning a system installed and permitted but not cleared by the utility cannot lawfully be energized to the grid. If a system fails its required inspection, Section 14.34.050(D) authorizes a subsequent inspection rather than automatic permit revocation, but the system may not be used until it passes.
The Bottom Line
