Yuba City's Solar Energy: The Rules That Matter

Chapter 15 does not set its own penalty scale; a solar system installed without the required permit is enforced as unpermitted electrical or building work, an infraction under Section 1-2.02 carrying a fine up to $100 for a first violation, up to $200 for a second violation of the same provision within a year, and up to $500 for each further violation in that year.
The rules around expedited solar permitting in Yuba City lean permissive, but that does not mean anything goes.
Panel Permits
Yuba City requires rooftop solar systems to meet state electrical, plumbing and safety certification standards, and applicants must submit through the City's online expedited checklist and standard plan process rather than a standard discretionary review.

Installing a rooftop solar system that fails to meet the certification and safety standards of Section 7-15.04, or is installed without the required permit, is enforced as unpermitted electrical or building work under Section 1-2.02: an infraction with a fine up to $100 for a first violation, up to $200 for a second violation of the same provision within a year, and up to $500 for each further violation within that year.
If you are coming from a city with tighter rules, you will find Yuba City gives residents more flexibility on panel permits.
