Santa Clarita's Special Events & Permits: The Rules That Matter

Street Fair Rules

Santa Clarita Municipal Code Section 11.37.060(O) bars sidewalk vendors from setting up within 300 feet of a permitted street fair, festival, farmers market, or other City-permitted event for the entire time that event is running. The rule applies to certified farmers markets, swap meets, and any activity that requires an encroachment, special event, film, or temporary use permit.

The City can also require the vendor to immediately remove the vending equipment or cart from the buffer area.

Park Event Permits

Reserving a Santa Clarita park, plaza, trail or other public place for an event requires a City Manager permit under Municipal Code Section 14.04.090. The City can attach conditions on timing, location, crowd size, security and cleanup, but it cannot charge a fee when the event is an exercise of free speech.

Commercial Filming on Public Right-of-Way

Santa Clarita bars sidewalk vendors from setting up within 300 feet of a permitted film shoot, community event, farmers market or swap meet for as long as that event is running. The rule treats a City film permit issued under Chapter 11.46 the same as a special event or encroachment permit, keeping cart vendors clear of the production zone.

Parade Permits

Santa Clarita requires a Police Department permit before anyone may conduct, manage or participate in a parade, under Municipal Code Section 12.88.020. Applicants must file ten days ahead with detailed route and logistics information, and the Department must act on the application within seven days.

A denied applicant has five days from the Police Department's written denial to file a written appeal with the City Council under Section 12.88.090.

This is not one of those rules that cities tend to ignore. Santa Clarita actively enforces its parade permits requirements.
