Jersey City has no formal vacancy tax; instead, Chapter 254's vacant-building registration fee escalates from $500 for the initial year to $1,000, $2,000 and $3,000 for the second and later annual renewals, priced in the citywide fee schedule at § 160-1.

Failing to register a vacant building or lot, or to renew before the anniversary date, exposes an owner to the escalating fee itself, up to $3,000 a year by the second renewal, plus the Property Maintenance Code's general penalty under § 1-25 (up to $2,000 and/or 90 days) for the underlying registration violation, and unpaid foreclosure-related fees accrue interest and penalties like delinquent property taxes.

Parking Tax

Jersey City taxes commercial parking under Municipal Code § 304-2: a 15 percent general Parking Tax on every fee charged for parking, garaging, or storing a vehicle, plus an additional 3.5 percent Mass Transit Access Parking Tax layered on top. Both reach valet fees and even hospital- and NJ Transit-operated lots, but never a garage inside a private one- or two-family home.

Under § 304-2.F, unpaid tax accrues interest at 12 percent per year plus a penalty of one-half of one percent for every month or partial month it stays unpaid, and the city can recover its collection costs in any enforcement action. Section 304-3.D makes it a disorderly persons offense to skip a required quarterly return, block a city examiner from inspecting books and records, or file a knowingly false or fraudulent return.
