Trash & Recycling in Charleston, SC

Bin Placement Rules

Charleston residents may use up to three watertight, 40-gallon containers per household, capped at 50 pounds loaded. Carts must be tightly covered and set at the curb no earlier than 6:00 p.m. the night before pickup, and pulled back in by 6:00 p.m. on collection day.

Under Sec. 14-46(f), the city sanitation division notifies the resident of any container that violates these standards or has defects likely to hamper collection or injure crews; if the resident does not fix or replace it after notice, the division may remove the noncompliant container itself. Chapter 14 sets no separate fine for placement violations, so the citywide general penalty in Sec. 1-16 applies: up to a $500 fine or 30 days in jail, with each day a violation continues counted as a separate offense.

Dumpster Rules

Placing or maintaining a dumpster on a Charleston right-of-way requires a dumpster permit from the department of traffic and transportation under § 19-493, proof of at least $1 million in liability insurance, and compliance with the placement standards in § 19-494. Containers must run four to thirty cubic yards, sit on a firm level surface close to the curb, and carry reflective marking with flashing-light barricades.

The dumpster owner is jointly and severally liable with the applicant for any violation.

Pickup Rules & Schedules

Charleston residents must separate bulk trash categories at the curb, pile loose trash compactly, and bundle boxes and paper securely; dumping household waste in sidewalk litter cans or other unauthorized spots is unlawful under City Code Sec. 14-46.

Sec. 14-46(i)(2) is self-enforcing in the first instance: mixed materials simply will not be collected until the resident separates them at the curb. Beyond that, Chapter 14 carries no separate fine for set-out violations, so the citywide general penalty in Sec. 1-16 applies, up to $500 in fines or 30 days in jail, with each continuing day counted as a separate offense; depositing trash in a sidewalk litter receptacle under (h) is itself a distinct unlawful act subject to that same penalty.

Bulk Item Disposal

Charleston offers free bulk pickup for furniture, mattresses and white goods if the sanitation division is notified first, and doors or drawers must be removed from appliances before they hit the curb. Brush and limbs are capped at four feet long and four inches in diameter.

Bulk or brush left out that mixes categories, exceeds the size limits, or was generated by a contractor will simply be skipped by the crew rather than collected, per Sec. 14-46(i)(2).

Collection Schedule

Charleston requires every residence outside multi-family complexes to keep enough containers for the waste generated between pickups, with collection running Monday through Friday, except holidays, on a day the city sanitation division assigns to each address.

Waste set out on the wrong day or outside the assigned window is not guaranteed pickup under Sec. 14-46(g)(2).

Illegal Dumping

Charleston bans depositing solid waste of any kind on public or private property except in a lawful container under City Code Section 14-2(a). Criminal violations carry a fine up to $500.00 or 30 days in jail under Section 14-16(e), and the city can clean up an uncorrected dump site and lien the property for the cost.

Illegal dumping under Section 14-2 is enforced with a citation from the city sanitation division under Section 14-16; ignoring the citation lets the city enter the property, clean it up, and record a lien against the property for the cost, including attorney's fees. Criminal prosecution carries a fine of up to $500.00 or up to 30 days in jail under Section 14-16(e), and the city can also seek an arrest warrant if the required bond isn't posted.

This is not one of those rules that cities tend to ignore. Charleston actively enforces its illegal dumping requirements.
