Columbia's Trash & Recycling: The Rules That Matter

Every city handles trash & recycling a little differently. In Columbia, Missouri, there are 9 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Recycling Requirements

Columbia, Missouri provides weekly curbside recycling pickup to residential refuse customers, issuing three annual blue-bag vouchers (18 bags each) per unit; using a recycling bag for trash is unlawful under the Boone County city code.

Placing non-recyclable trash in a recycling bag, or using an unauthorized bag without the city's required logo, violates § 22-159.1 and can result in the load being rejected or a code violation.

Illegal Dumping

Columbia, Missouri makes it unlawful to dump refuse in alleys, streets, vacant lots or waterways within the Boone County city, or to burn garbage outside an enclosed incinerator, under the city refuse code.

Key details: Prohibited locations: Alleys, streets, vacant lots, waterways. Burning: Open burning of garbage banned. Penalty: Misdemeanor under Sec. 16-31. Liability: Account holder presumptively responsible.

Illegal dumping in a street, alley, vacant lot or waterway, or open burning of garbage, is a misdemeanor under §§ 22-158(e) and 16-31; the refuse account holder is presumptively liable for cleanup.

This is not one of those rules that cities tend to ignore. Columbia actively enforces its illegal dumping requirements.

Yard Waste Collection

Columbia, Missouri defines yard waste as leaves, grass, brush, limbs and yard vegetation and bans setting it at the curb outside the 4 p.m.-to-10 p.m. collection window under the Boone County city's refuse code.

Key details: Definition: Leaves, grass, brush, limbs, yard vegetation. Curb window: 4pm day before to 10pm pickup day. Storm exception: Director may suspend bagging after storms. Landfill drop-off: Free at city compost area. Excludes: Stumps, roots, rooted shrubs excluded.

Setting yard waste at the curb outside the collection window, or leaving bagged brush on top of a closed cart instead of inside it, is a misdemeanor under § 22-158(e) and § 16-31.

Dumpster Rules

Columbia, Missouri requires commercial properties generating excess refuse to keep a director-approved bulk container at a location agreed with city crews, or request a city-set construction dumpster.

Key details: Requirement: Director-approved bulk container, sized right. Placement: Agreed with city solid waste staff. Construction sites: City-set dumpster, $93.81 placement rate. Overflow: Unlawful to exceed container capacity.

Letting refuse pile up outside the required container, or allowing it to overflow so material can't stay confined, is unlawful under § 22-161(a)(4) and can trigger special pickup charges or service action.

Pickup Rules & Schedules

Columbia, Missouri assigns residential refuse service by building size: single-family homes and small duplexes get curbside cart pickup, while larger apartment buildings must use centralized containers.

Key details: 1-4 units: Curbside cart service required. 5+ units: Centralized container required. Pickup frequency: Weekly, director-set schedule. Exceptions: Director may waive for good cause.

Using the wrong service type, or bypassing the curbside cart requirement without a director-approved exception, exposes the account holder to enforcement under the refuse collection article and possible billing consequences.

Collection Schedule

Columbia, Missouri requires curbside residential refuse customers to use city carts collected once weekly on a director-set schedule, with holiday pickups shifted to the next day, per the Boone County city code.

Leaving a refuse cart at the curb outside the 4:00 p.m.-to-10:00 p.m. collection window, or skipping mandatory curbside service, violates §§ 22-158(b)(6) and 22-159 and can trigger fees or code enforcement.

Holiday Pickup Schedule

When a holiday falls on your regular collection day in Columbia, Missouri, the city moves refuse and recycling pickup to the next day and posts the change publicly.

Missing the shifted day risks no pickup until the next cycle; leaving carts curbside outside the collection window can also trigger the unlawful-placement rule in § 22-158(b)(6), a misdemeanor under § 16-31.

Bin Placement Rules

Outside of collection day, Columbia, Missouri residents must keep refuse and recycling carts stored right next to the house or an accessory structure, not left out on the property.
