Trash & Recycling in Laredo, TX

Recycling Rules

Laredo's recycling carts are limited to clean plastic, paper, cardboard, and metal under Sec. 14-1, and Sec. 14-2(k) backs that up with enforcement teeth: carts set out with regular garbage, yard clippings, plastic bags, or glass mixed in simply won't be picked up, and repeat contamination can get a resident's blue cart pulled and canceled from the program entirely.

A contaminated recycling cart is simply skipped at the curb under Sec. 14-2(k), with no fine for a single incident. Persistent contamination, however, lets the manager of solid waste services remove the cart and exclude the address from the recycling program entirely. Because Sec. 14-9(a)'s $4.25 mandate fee still applies regardless of participation, losing cart service does not end the billing obligation.

Illegal Dumping

Dumping trash, rubbish, or solid waste on any public or private land in Laredo is unlawful under City Code Article VI. Conviction is a misdemeanor carrying a fine of $500 to $4,000 per violation, with each day counted as a separate offense.

A misdemeanor fine of $500 minimum up to $4,000 maximum per violation. Each day after written notification is a separate offense, and the City Attorney may seek a civil injunction plus mandatory cleanup and landfill receipts.

Compared to other cities, Laredo takes a harder line on illegal dumping. The enforcement and penalty structure reflects that.

Collection Schedule

Laredo collects residential garbage and recycling at least twice weekly, one garbage pickup and one recycling pickup, using city-owned carts set out at the curb. Residents find their specific day and route by address through the city's Solid Waste Services Department.

Key details: Frequency: Not less than twice weekly. Carts: City-owned 96/67/40-gallon required. Set-out window: 7 p.m. prior night to 6:30 a.m.. Remove empty carts by: 7:00 p.m. on collection day. Penalty: $500 per offense, per day.

Disposing of garbage outside the approved city cart, or setting carts out improperly, violates Chapter 14. Each offense is fined five hundred dollars ($500.00), and each day the violation continues is a separate offense.

Bulk Item Disposal

Laredo offers scheduled bulky waste pickup for items that do not fit in the regular cart. Residents must call to arrange collection. Brush and bulky items are collected on separate routes with size and material limits.

The rules around bulk item disposal in Laredo lean permissive, but that does not mean anything goes.

Yard Waste Collection

Laredo defines yard waste as grass clippings, weeds, leaves, mulch, and small limbs three inches or less in diameter under Sec. 14-1, and city residents can drop clean yard waste at the landfill for free. Commercial haulers pay $16.50 per ton, and the brush and bulky item pickup service hauls larger yard debris for a $35 minimum charge, waived for residents current on garbage fees.

Setting out prohibited yard debris such as whole trees over three inches in diameter or hazardous waste for brush pickup means the material simply will not be collected under Sec. 14-3(j)(2). Improperly dumping yard waste rather than using the landfill or brush service falls under Sec. 14-3(g)'s general prohibition, punishable by the $500-per-offense penalty in Sec. 14-3(i)(10), with each day a separate offense.

Dumpster Rules

Multifamily and commercial dumpsters in Laredo must sit within 30 feet of any residential structure they don't serve and never closer than 10 feet to a property line abutting a single-family home, per Sec. 14-3(b)(6). New multifamily construction must also enclose the dumpster in a screened enclosure at least as tall as the container itself under Sec. 14-3(b)(7).

Placing a dumpster inside the ten-foot property-line buffer against a single-family neighbor, or skipping the weekly insect disinfection, violates Sec. 14-3(b)(6). A new multifamily project that fails to build the required screened enclosure violates Sec. 14-3(b)(7). Both are punishable under the $500-per-offense penalty set in Sec. 14-3(i)(10), with each day of noncompliance a separate offense.

Pickup Rules & Schedules

No monetary penalty specified for set-out timing; containers must be at the curb by 7 a.m. on your collection day with the lid closed and four feet of clearance from obstacles.

Laredo is more permissive than most cities when it comes to pickup rules & schedules. That said, there are still limits.

Bin Placement Rules

Laredo restricts when residential carts can hit the curb: Sec. 14-3(i)(3) bars setting refuse and recycling carts out any earlier than 7:00 p.m. the night before collection and requires empty carts pulled back in by 7:00 p.m. on collection day. Carts go immediately behind the curb or at the lot line as the director of solid waste directs.

Setting a cart out before 7:00 p.m. the evening before pickup, or leaving it at the curb past 7:00 p.m. on collection day, violates Sec. 14-3(i)(3). Because Article I of Chapter 14 sets no separate fine for early or late placement, the general Sec. 1-6 penalty applies, up to $2,000 for a public-health and sanitation violation, with each day counted separately.

Recycling Requirements

Laredo charges every individual residence a monthly recycling program mandate fee of $4.25 on top of the garbage bill under Sec. 14-9(a), and Sec. 14-3(i)(1) requires all recyclables to go in city-owned collection carts. The fee funds the solid waste department's recycling operation and applies per residential unit, even inside multifamily buildings.

Failing to pay the $4.25 monthly recycling mandate fee is grounds for the city to shut off water service under Sec. 14-9(a), since the fee rides on the water utility bill. Disposing of recyclables outside an approved city cart, or removing or damaging a city-owned recycling cart, is a separate violation of Sec. 14-3(i)(2) and (8), carrying the $500-per-day penalty set in Sec. 14-3(i)(10).

The Bottom Line
