Illegal Dumping

Recycling Rules

Livonia requires every owner, lessee, and occupant of a residential dwelling to separate designated recyclable materials from other refuse, a rule that took effect April 1, 1992 under City Code Chapter 13.38. The Department of Public Works runs the program, and the Inspection, Public Works, and Police Departments share authority to enforce it against residents who mix recyclables with regular trash.

Collection Schedule

Livonia collects municipal refuse at least once a week from every residential unit and commercial establishment under Section 13.36.180, and crews may only work between 7:00 a.m. and 7:00 p.m., never on Sunday except in an emergency approved by the Director of Public Works, per Section 13.36.560.

A hauler or resident who fails to have municipal refuse disposed of at least once a week, absent an act-of-God exception, is out of compliance with Sections 13.36.180 and 13.36.190, and the Department of Public Works enforces both provisions through its administrative rules under Section 13.36.090.

Yard Waste Collection

Livonia lets residents mulch or compost yard waste on their own property, but anything hauled away must go through the city's separated collection system or a licensed landscaper under Section 13.38.070. Landscaping and tree-trimming companies may remove yard waste from a customer's premises only if they dispose of it lawfully, by composting, delivery to the waste hauler, or removal outside the city.

Setting up an unauthorized yard waste or recycling receptacle within public view, or mixing yard waste into the recycling bin rather than a separate approved container under Section 13.38.050, also violates Chapter 13.38 and exposes the responsible party to the civil enforcement authority in Section 13.38.090.

Pickup Rules & Schedules

Livonia collects municipal refuse at least once a week from every home and business, restricts collection to 7 a.m. to 7 p.m. with no Sunday pickups absent an emergency, and requires recycling receptacles and yard waste to be curbside by 7 a.m. on the scheduled day, kept separate from other refuse.

Dumpster Rules

Any dumpster, roll-off or other refuse container serving a commercial, industrial or multi-family site in Livonia must sit inside a solid enclosure under Section 10.03(8) of the Zoning Ordinance: screened on three sides, a solid gate on the fourth, and built at least six feet tall or one foot taller than the dumpster itself, whichever is greater.

Bin Placement Rules

Livonia's refuse code fixes exactly where trash receptacles can sit while waiting for pickup: within the property line, or at the curb only on the scheduled collection day for lots without alley or street access. Section 13.36.470 governs placement, while Section 13.36.230(F) requires residents to set containers at the front curbline before crews arrive.

Tampering with or removing another resident's receptacle contents is a separate unlawful act under Section 13.36.320.

Recycling Requirements

Livonia's curbside program runs on city-owned recycling receptacles: the city issues one to each single-family residence, and residents must set it out separately from other refuse by 7:00 a.m. on the scheduled collection day under Section 13.38.050. Section 13.38.080 designates which materials qualify and how each must be prepped before it goes in the bin.

Dumping motor oil or antifreeze on public or private land or into a sewer is a separate unlawful act under the same section.
