Trash & Recycling in Lubbock, TX: What Residents Actually Need to Know

If you live in Lubbock or are thinking about moving there, trash & recycling are one of those things you probably won't think about until they affect you directly. Lubbock has 8 specific rules on the books covering different aspects of trash & recycling, and some of them might surprise you.

Yard Waste Collection

Lubbock requires trees and brush cut into lengths no longer than five feet, in bundles weighing no more than 80 pounds, set neatly in the alley for pickup under City Code Section 22.06.004. Leaving discarded limbs or bulky yard debris on the property, street, alley, or sidewalk beyond what a regulation container can hold is a separate offense under Section 22.06.005.

Key details: Max branch/limb length: 5 feet. Max bundle weight: 80 pounds. Placement: Neatly in the alley, property line. Time limit before violation: 24 hours (§22.06.012). Penalty range: $15 to $200 per offense.

Failing to trim and bundle brush to the five-foot, 80-pound standard, or leaving material in the alley past the 24-hour limit in Section 22.06.012, is a misdemeanor under Section 22.06.002, punishable by a fine of not less than $15 nor more than $200 per offense. Each day noncompliant material remains constitutes a separate violation, and the sanitation department can decline to collect improperly prepared piles.

Dumpster Rules

Lubbock requires dumpsters, donation bins, and recycling containers on nonresidential and mixed-use property to sit on a paved concrete or asphalt surface, be reachable by a collection truck without blocking the street, and be screened with a solid enclosure whenever visible from a front yard or the street.

Key details: Governing section: UDC § 39.02.020(d)(4). Surface required: Paved concrete or asphalt. Screening trigger: Visible from front yard/street right-of-way. Enclosure height: At least 1 foot above container top. Truck access rule: No backing onto public right-of-way.

A dumpster or bin placed on an unpaved surface, positioned so a collection truck must back onto the public right-of-way, or left unscreened when visible from the street or a residential property is a site-development violation that Code Enforcement or the Building Official can cite, and a certificate of occupancy or site plan approval can be withheld or revoked until the enclosure and placement are brought into compliance.

Recycling Requirements

Lubbock recycling is voluntary drop-off only. The city does not provide curbside recycling. Residents may take accepted materials to the Citizens Convenience Station or other drop-off centers. No mandatory recycling ordinance exists.

Collection Schedule

Lubbock's solid waste manager can adjust weekly pickup counts and timing for weather and seasonal conditions, but City Code Section 22.06.189 sets a floor: no less than once a week from October through February and no less than twice a week from March through September. Residential service runs $20.50 a month effective October 1, 2025, billed on the water bill under Section 22.06.185.

Key details: Minimum frequency, Oct-Feb: Once weekly (§22.06.189). Minimum frequency, Mar-Sep: Twice weekly (§22.06.189). Residential rate: $20.50 per month, effective 10/1/2025. Billing due: 15 days after issuance (§22.06.184). Late penalty: 5% after 15 days past due.

An unpaid solid waste bill draws a 5% late penalty under Section 22.06.184 once it's more than 15 days past due, and Section 22.06.185(e) allows the city to disconnect both water and garbage service five days after a delinquency notice if the account remains unpaid. Interfering with the collection schedule, such as blocking a detachable container or dumping without a permit, is a misdemeanor under the article's general penalty, Section 22.06.002, punishable by a fine of $15 to $200.

Illegal Dumping

Lubbock makes it unlawful to discard furniture, appliances, mattresses, carpet, brush, trees, or any nuisance material anywhere in the city except a state-permitted landfill. Code Enforcement investigates dumped items and cites those it can identify.

Key details: Citation: City Code 34.02.033(d). Lawful site: State-permitted landfill only. Enforcement: Lubbock Code Enforcement. Max fine: $2,000 (TX sanitation cap). Covers: Furniture, appliances, mattresses, brush, limbs.

Illegal dumping is prosecuted as a misdemeanor in Lubbock Municipal Court under general penalty section 1.01.004. Texas caps public-health and sanitation fines at $2,000, on top of court-ordered removal and disposal costs.

Pickup Rules & Schedules

Lubbock Solid Waste provides weekly residential curbside trash collection using city-issued 95-gallon carts. Service is mandatory for single-family homes within city limits and billed on the monthly utility bill.

Key details: Frequency: Weekly. Cart Size: 95 gallon city-issued. Set Out: By 7 AM collection day. Remove Cart: Within 24 hours. Billing: Monthly utility bill.

Late set-out or uncollected-cart violations: warning first, then citation under Chapter 18 with fines up to $500.

Bin Placement Rules

Lubbock residents must place regulation garbage containers at the edge of the alley at the property line, or between the sidewalk and curb if there's no alley, under City Code Section 22.06.145. Containers themselves have to meet size and durability standards under Section 22.06.141, and cardboard boxes, oil drums, barrels, and pails are flatly banned as garbage receptacles under Section 22.06.142.

Key details: Residential placement: Alley edge at property line (§22.06.145). No alley: Between sidewalk and curb, most accessible spot. Container capacity: 20 to 32 gallons (§22.06.141). Max loaded weight: 80 pounds, can plus contents. Banned containers: Cardboard, oil drums, barrels, pails, crates.

Placing a container outside the alley-edge or approved curb location, or letting one go uncorrected past the ten-day notice window in Section 22.06.144, exposes the owner or occupant to prosecution as a misdemeanor under the article's general penalty, Section 22.06.002: a fine of $15 to $200. A defective container that isn't fixed within ten days can also be physically removed by the sanitation department as nuisance abatement, and a vehicle blocking a detachable container's collection can be towed at the owner's expense under Section 22.06.147.

Bulk Item Disposal

Lubbock offers on-call bulky item pickup for large items like furniture and appliances with scheduled collection. Residents may also self-haul to the city landfill. Construction debris is excluded from residential service.

Key details: Bulk Pickup: On-call scheduled. Freon Tag: Required for appliances. Excluded: Tires, paint, C and D. Landfill: 100th Street and FM 1729. HHW: Citizens Convenience Station.

Placing prohibited items (tires, hazardous waste, C and D debris) for bulk pickup is a Chapter 18 violation with fines up to $500.

The rules around bulk item disposal in Lubbock lean permissive, but that does not mean anything goes.
