New Rochelle's Trash & Recycling: The Rules That Matter

The Commissioner of Police, with City Manager approval, may designate people outside the Police Department to enforce the article.

Collection Schedule

Every improved residential property in New Rochelle is billed a mandatory annual residential refuse fee under City Code § 163-20B to fund solid waste and recycling collection. New Rochelle requires metal, glass and plastic containers to be rinsed and commingled in a single bin under City Code § 163-8.5, with newspapers and cardboard bundled separately for curbside pickup on the Commissioner of Public Works' designated day. Kitchen-compacted items, aerosol cans, scrap metal and non-food plastics are barred from the recycling stream.

New Rochelle's Recycling Ordinance, City Code § 163-8.4, makes source separation of recyclables mandatory for every residence, business and institution in the city. Metal, glass and plastic containers, newspapers, cardboard and yard waste must all be kept out of the regular trash stream and set out under the Commissioner of Public Works' collection program.
