Trash & Recycling in North Las Vegas, NV

If you live in North Las Vegas or are thinking about moving there, trash & recycling are one of those things you probably won't think about until they affect you directly. North Las Vegas has 7 specific rules on the books covering different aspects of trash & recycling, and some of them might surprise you.

Collection Schedule

North Las Vegas requires every property connected to water service to subscribe to solid waste collection and pay for it: there is no opting out. Municipal Code § 8.20.260 ties trash service to the water account and only allows a customer to stop paying if the premises has no water connection for a full billing period.

Unpaid solid waste charges draw a 2% per-month penalty under § 8.20.260(D) and become a debt the City or its franchisee can pursue in civil court; under § 8.20.280 the unpaid charges and penalties attach as a lien on the real property itself, collectible the same way as a delinquent tax assessment. Because service is tied to the water account rather than a separate opt-in, a property owner cannot avoid billing simply by declining pickup: only proof of no water connection for a full billing period, submitted under § 8.20.260(B), stops the charge.

This is not one of those rules that cities tend to ignore. North Las Vegas actively enforces its collection schedule requirements.

Dumpster Rules

North Las Vegas sets minimum dumpster and container sizes for every business, sliding from one cubic yard up to service scaled by unit count for apartments and motels. Municipal Code § 8.20.160 also requires every commercial dumpster to be marked with the owner's name and phone number.

Marking requirement: owner name & phone, letters ≥1 inch. Minimum ≠ sufficient: § 8.20.120 still requires adequate capacity.

Operating with less than the minimum required dumpster or container service under § 8.20.160, or with an unmarked non-residential container missing the owner's name and phone number, is enforceable as a Chapter 8.20 misdemeanor under § 8.20.370: up to a $1,000 fine, up to six months in jail, or both, with each day of noncompliance a separate offense. A non-residential customer that repeatedly overflows an undersized dumpster is also subject to a separate overflow charge under § 8.20.220 once written notice has been given and a second overflow follows within 90 days.

Illegal Dumping

North Las Vegas makes it a misdemeanor to throw or deposit solid waste, hazardous waste, construction debris or recyclables anywhere but a licensed transfer station or disposal site. Municipal Code § 8.20.060 bans dumping in streets, alleys or on another's property, and § 8.20.100 separately outlaws dumping into another person's container or onto their premises.

A conviction under Chapter 8.20 is a misdemeanor carrying a fine of up to $1,000, up to six months in jail, or both, and each day the dumped material remains constitutes a separate offense, so penalties can multiply quickly on an uncleared site. The City can also seek an injunction under § 8.20.380 to force cleanup regardless of the criminal case, and because § 8.20.060(B) presumes the property owner responsible for waste found on their land, owners bear the burden of identifying an actual dumper to avoid liability.

This is not one of those rules that cities tend to ignore. North Las Vegas actively enforces its illegal dumping requirements.

Recycling Requirements

North Las Vegas curbside recycling runs through the City's exclusive solid-waste franchisee, not a citywide mandate. Municipal Code § 8.20.120(B) requires the franchisee to supply recycling containers to any customer who requests one, at no extra charge. Recyclables and trash carts follow the same street-placement and pickup-day timing rules.

Key details: Recycling container: Franchisee must provide on request, free. Curb set-out: No earlier than 2 hrs before sunset. Curb pickup deadline: Removed by 8:00 p.m. collection day. Scavenging: Banned: franchisee holds exclusive rights. Penalty: Up to $1,000 fine / 6 months jail.

Setting solid-waste or recyclables containers out earlier than two hours before sunset, or leaving them at the curb past 8:00 p.m. on collection day, violates Section 8.20.120(C). Scavenging or removing recyclables placed for collection by someone other than the owner, the City, or the franchisee violates Section 8.20.140. Both are enforced under Section 8.20.370 as a misdemeanor punishable by up to a $1,000 fine, up to six months in jail, or both, with enforcement authority given to the North Las Vegas Police Department, Fire Department, and Code Enforcement.

Bulk Item Disposal

North Las Vegas doesn't run curbside bulk-item pickup; large or assorted trash goes through a paid one-time on-call collection instead. Municipal Code § 8.20.210 sets a flat $210.44 charge for an 'Assorted Trash Pick-up,' plus per-cubic-yard rates for one-time container pickups arranged through the exclusive franchisee.

There's no separate misdemeanor penalty tied to the on-call rate schedule itself, but setting bulk items or assorted trash at the curb outside an arranged on-call pickup exposes the property to the general Chapter 8.20 dumping and container rules: accumulating solid waste on a premises in a way that's unsightly or unsanitary violates § 8.20.060, and using a container that isn't the customer's own or that overflows can trigger charges under § 8.20.220. Both carry the standard § 8.20.370 misdemeanor exposure of up to a $1,000 fine and up to six months in jail.

Pickup Rules & Schedules

In North Las Vegas, only the City, its exclusive franchisee or their agents may collect curbside trash and recycling: scavenging or interfering with a set-out cart is unlawful. Municipal Code § 8.20.140 bars anyone else from removing, tampering with, or participating in curbside recyclables collection.

Interfering with a set-out cart, pulling recyclables that have already been collected for curbside pickup, or hauling a customer's waste without being the City, the exclusive franchisee or an authorized agent is a Chapter 8.20 misdemeanor under § 8.20.370, carrying a fine of up to $1,000, up to six months in jail, or both, with each day of ongoing violation a separate offense. The City can also pursue an injunction under § 8.20.380 to stop repeat scavenging or unlicensed collection independent of any criminal citation.

Bin Placement Rules

North Las Vegas residential trash and recycling carts may not sit in the street right-of-way or the front yard between the house and the front lot line except on collection day. Municipal Code § 8.20.120 sets when carts can be curbside and requires enclosures where a development approval calls for one.

Leaving a cart in the right-of-way outside the two-hour pre-sunset-to-8:00-p.m. collection-day window, or failing to store it in a required enclosure, is enforceable as a Chapter 8.20 misdemeanor under § 8.20.370: a fine of up to $1,000, up to six months in jail, or both, with every day of the violation counted separately. The property owner or manager, not the franchisee that rents the container, bears responsibility for keeping it out of the right-of-way and, where required, screened in an enclosure.
