Pearland's Trash & Recycling: The Rules That Matter

Every city handles trash & recycling a little differently. In Pearland, Texas, there are 8 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Bulk Item Disposal

Pearland picks up bulky waste, items like furniture, mattresses, appliances and fence material too big for a garbage cart, once a week alongside recycling and green waste under City Code § 12-32(a). Residents may also self-haul up to three cubic yards of debris or brush to the contractor's landfill each month at no charge with a current utility bill and matching driver's license, per § 12-18(b).

Chapter 12 is enforced by the Pearland Police Department, Code Enforcement, and the Environmental Services Division of Public Works, all of which may issue immediate citations under § 12-71. A conviction for violating any provision of the chapter, including improper unusual-accumulation disposal, carries a fine up to $2,000, and each day the violation continues counts as a separate offense under § 12-72(a). The city can also abate a garbage-related nuisance directly and bill the property owner for its costs.

Dumpster Rules

Commercial customers in Pearland must use a dumpster or roll-off supplied by the city's exclusive waste contractor, kept in a screened enclosure that meets the Unified Development Code, under City Code § 12-17(f). Containers must stay closed, sit where the city and contractor mutually agree, and can't be visible from any road, per § 12-44.

Conviction brings a fine of up to $2,000, with each day of a continuing violation, such as an unscreened or unsanitary dumpster, treated as a separate offense under § 12-72(a).

Illegal Dumping

Pearland Code of Ordinances § 12-13 bans dumping garbage, solid waste, recyclable material, or brush anywhere other than the manner set out in Chapter 12, and separately bans littering or dropping any waste material, including cigarette butts and bottles, on any street, sidewalk, yard, or premises. Violations carry fines up to $2,000 per day.

Illegal dumping or littering in Pearland is a misdemeanor under § 12-72(a), punishable by a fine of up to $2,000, with each day the violation continues or recurs treated as a separate offense. Dumping that poses an immediate danger to public health or safety can also be enjoined in a city-initiated lawsuit under Local Government Code Chapter 54, on top of, not instead of, the criminal fine and any nuisance-abatement lien.

Yard Waste Collection

A conviction carries a fine of up to $2,000, with each day of noncompliance counted as a separate offense under § 12-72(a), and the city may abate the nuisance and bill the property owner for its cost.

Recycling Rules

Pearland residents may recycle material from their own homes, but state law bars anyone from diverting recyclable material away from the authorized collection stream. Code of Ordinances §§ 12-19 and 12-20 also make it unlawful to put non-recyclable materials into a recycling cart or to pilfer, scatter, or meddle with a neighbor's recycling container.

Pearland contracts with Frontier Waste Solutions to provide twice-weekly residential garbage collection under Chapter 12 of the Code of Ordinances, with assigned pickup days based on residential area.

Bin Placement Rules

Pearland requires garbage and recycling carts to be placed curbside with the lid opening facing the street and at least four feet of clearance from any other object during scheduled pickup.

Pearland provides weekly single-stream curbside recycling through Frontier Waste Solutions, allowing residents to commingle paper, plastic, glass, and metal in one cart without pre-sorting.
