Trash & Recycling in Provo, UT

If you live in Provo or are thinking about moving there, trash & recycling are one of those things you probably won't think about until they affect you directly. Provo has 8 specific rules on the books covering different aspects of trash & recycling, and some of them might surprise you.

Dumpster Rules

Provo requires trash storage containers of two cubic yards or larger to be screened and set back under City Code 14.34.080. Enclosures cannot sit in a required yard without a conditional use permit, and containers on nonresidential lots next to residential zones must meet extra setback standards.

Separately, letting trash, junk, or scrap accumulate in the open outside an approved enclosure is a class B misdemeanor under 14.34.080(5) if it creates a health hazard, fire hazard, rodent harborage, or attractive nuisance to children.

Collection Schedule

Every occupied dwelling in Provo must have refuse service, and the city collects at least once a week from curbside containers. Owners pay the Consolidated Fee Schedule rate monthly whether or not they set the can out, and containers must obtain from Provo City's own bins, not third-party cans.

The Director can also pursue unpaid service fees directly: repossessing containers, terminating service, or bringing legal action to recover the fee balance plus reasonable collection costs under Section 12.02.050.

Yard Waste Collection

Provo collects yard waste at least once a week from March through December, but only if you opt in: household recycling is automatic, yard waste curbside pickup is not. Customers who keep a yard waste container pay the monthly fee on the Consolidated Fee Schedule whether or not they set it out, under City Code 11.02.030(2)(b).

Section 11.02.030 states that violation of the residential collection regulations, including the yard waste container and fee provisions, 'shall be a class B misdemeanor.' Nonpayment of the monthly container fee can lead to service termination or collection action by the Director under Section 11.02.030(10).

Illegal Dumping

Dumping solid waste anywhere in Provo other than an approved solid waste facility is a Class B misdemeanor under City Code 11.01.080, regardless of whether the property owner consented. The same section bans dumping unauthorized waste into another hauler's containers and using solid waste as landscaping or construction fill without a City Engineer permit.

Recycling Requirements

Provo requires curbside containers to sit at the edge of the street for automated truck pickup, not blocking sidewalks or traffic. City Code 11.02.030(4)-(6) sets the window for putting carts out and bringing them in, and Section 11.01.050(8) makes it a separate unlawful act to place a container where it impedes pedestrian or vehicle movement.

Pickup Rules & Schedules

Every occupied dwelling in Provo must have residential refuse service under City Code 11.02.010; curbside collection comes exclusively from Provo City, with dumpster or roll-off service required instead for multi-unit buildings. Public Works can require up to 95 gallons of weekly refuse capacity per dwelling, and 11.02.030(1)(a) sets a once-a-week minimum pickup schedule.
