Surprise's Trash & Recycling: The Rules That Matter

Bin Placement Rules

Surprise requires trash and recycling carts to sit at the curb with wheels against the curb and lid facing the street, clear of mailboxes, parked cars, and other obstructions within 15 feet, under City Code Sec. 58-129(a). Carts can go out after 6:00 p.m. the evening before pickup, must be curbside by 6:00 a.m. on collection day, and must come back off the curb by 11:00 p.m. that night.

Recycling Requirements

Dumpster Rules

Surprise lets the city manager provide roll-off container service to residential, commercial, and municipal customers under City Code § 58-131, but every placement requires the Solid Waste Division's sign-off. Containers can't block sidewalk or street traffic, and a release of liability is required on private property or within 15 feet of a vehicle, mailbox, or other obstruction.

Collection Schedule

Surprise bans trash and recycling collection between 10:00 p.m. and 6:00 a.m. under City Code Sec. 58-113 whenever the pickup point sits within 300 feet of a home, covering both the city's own crews and private haulers. The city may approve a 'reasonable accommodation' to move collection outside that window on a case-by-case basis.

Dumping solid waste on any property you don't own or control is a Code violation in Surprise under § 58-134, and each day the material remains is a separate offense. The city can abate an uncorrected dumping violation as a public nuisance and bill the responsible party for cleanup costs on top of any fine.
