Syracuse's Trash & Recycling: The Rules That Matter

Every city handles trash & recycling a little differently. In Syracuse, New York, there are 10 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Yard Waste Collection

Syracuse collects yard waste once a month by quadrant from April through October, with a dedicated leaf collection period from October 15 to November 30. Leaves must be raked to the curb, never bagged in plastic, and the service is capped at six pickups a year per property.

Pickup Rules & Schedules

Syracuse excludes seventeen categories of unacceptable waste from regular D.P.W. household pickup under Revised General Ordinances Section 14-18(f), including paint, pesticides, motor oil, batteries, hazardous waste, and propane tanks. Syracuse is more permissive than most cities when it comes to holiday pickup schedule. That said, there are still limits.

Bin Placement Rules

Syracuse residents may not set a household waste container at the curb before 8:00 p.m. the night before pickup and must pull it back by 7:00 p.m. on collection day, per Revised General Ordinances Section 14-18(a)(3). Containers are capped at 30 gallons and 75 pounds loaded, with a 10-gallon minimum, and no more than three per unit go out weekly.

Dumpster Rules

Syracuse commercial waste generators must use a licensed hauler's dumpster or commercial cart, never loose curbside piles or household containers. Dumpsters over 1.5 cubic yards must be clean, freshly painted, screened from view, and carry the hauler's name and city license; carts follow strict curbside timing rules.

Illegal Dumping

Dumping draws a flat $500 fine for each occurrence, while littering escalates from $250 to $500 across three offenses. Either violation can also bring up to 15 days in jail. The Department of Public Works, city police, and Onondaga County Sheriff's deputies enforce the citywide prohibition.

Littering starts at $250 for a first offense, climbs to $350 for a second, and reaches $500 for the third and every offense after that. Both can also carry up to 15 days in jail. Cases can be brought by code enforcement, city police, or Onondaga County Sheriff's deputies, and unidentified dumpers can still be billed through a property lien under Section 14-9.

This is not one of those rules that cities tend to ignore. Syracuse actively enforces its illegal dumping requirements.

Pickup must be scheduled by phone and is capped at four special pickups per household annually.
