Illegal Dumping

Vallejo Municipal Code Section 7.44.100 bans dumping solid waste, bulky goods, green waste, recyclables, junk, debris, or litter on any street, vacant lot, yard, waterway, or public or private place in the city except in authorized receptacles or lawful dumping grounds. Violators are financially liable for the city's full cleanup costs under Section 7.44.160 and face infraction or misdemeanor charges under Section 7.44.170.

Mandatory Organics Recycling

Vallejo Municipal Code Section 7.44.180 requires every single-family household, defined as a residential premises with fewer than five units, to source-separate organic waste including food scraps, subscribe to organic waste collection service, and use the city's designated recyclables, organics, and solid waste containers unless it qualifies as a self-hauler.

Under subsection C, any generator that fails to properly source-separate its organic waste is in violation of the chapter and subject to every applicable penalty and enforcement measure, including the criminal, civil, and administrative citation tracks set out in Section 7.52.050 for Chapters 7.40 through 7.52, and penalties on an administrative citation cannot fall below the minimum amounts set by Section 18997.2 of Title 14 of the California Code of Regulations.

Compared to other cities, Vallejo takes a harder line on mandatory organics recycling. The enforcement and penalty structure reflects that.

Bin Placement Rules

Vallejo residents must set solid waste, recycling and green waste carts three feet apart at the curb, not earlier than sunset the night before collection, and pull them back out of public view by 10 p.m. the day they're emptied. Alley collection is allowed if carts don't block traffic.

Yard Waste Collection

Vallejo defines 'green waste' as prunings, brush, leaves, grass clippings and small branches under six inches in diameter and four feet long, collected weekly alongside solid waste and recyclables. Stumps, bulky wood and painted or treated wood don't qualify, and burning or dumping green waste outside the franchised collection system is unlawful.

Collection Schedule

Vallejo Municipal Code Section 7.48.010 requires the city's franchised hauler to collect solid waste, recyclables, and green waste from every property at least once a week on the same day, following a public works director-approved schedule that sets routes and pickup days by collection district. Section 7.44.130 further bans collection in single-family residential districts before 5 a.m. or after 9 p.m.

Pickup Rules & Schedules

Vallejo Municipal Code Section 7.48.020(C) tells residents exactly how and when to set out solid waste, recycling, and green waste carts: three feet apart at the curb, no earlier than sunset the night before pickup, and removed to a spot not visible from the street by 10 p.m. on collection day.

Dumpster Rules

Vallejo requires every commercial dumpster, roll-off box, and recycling enclosure to sit at least five feet from parking and residential property lines and ten feet from the public right-of-way, screened by a five-to-eight-foot opaque wall and gate under Municipal Code Section 16.501.08. The city's Development Services director must approve the location before a building permit issues.

Recycling Rules

Vallejo Municipal Code Section 7.44.020 requires every non-self-hauling property to maintain three separate containers, one each for solid waste, source-separated recyclables, and source-separated organic waste, kept closed except when in use, sized at least thirty-two gallons, and capped at seventy-five pounds when full.

Recycling Requirements

Vallejo Municipal Code Section 7.48.170 authorizes the city council to implement recycling programs by resolution in whatever manner it determines best serves residents and businesses, and specifically lets the council make subscription to those programs mandatory rather than optional, backing the three-container collection system every property in the city must maintain.
