Winter Haven's Trash & Recycling: The Rules That Matter

Putting unaccepted material in the recycling cart contaminates the load; persistent contamination may result in service warning. Bulk items left at curb without scheduling are MPMS Sec. 302.1 violations after 5 days.

Recycling Requirements
Winter Haven's curbside recycling program (single-stream) collects paper, flattened cardboard, aluminum and steel cans, glass bottles, and plastic #1 and #2 bottles in the blue cart. Plastic bags, Styrofoam, food waste, and hoses are not accepted.

Persistent contamination of the recycling cart may result in a Solid Waste warning and possible service suspension. Illegal dumping into recycling carts is enforced under FS Β§403.413 - up to $100 fine for under 15 lbs, escalating for larger volumes.
The rules around recycling requirements in Winter Haven lean permissive, but that does not mean anything goes.
Bulk Item Disposal
Bulk household items (furniture, mattresses, large appliances) are picked up in Winter Haven only by appointment through Access Winter Haven, separately from weekly cart service. Brush and yard debris are also collected through scheduled pickups managed by Solid Waste (863-291-5750).

Setting out bulk items without scheduling, or before the night-before window, is an MPMS Sec. 302.1 violation - 5-day clock starts. Setting out hazardous waste or construction debris is illegal dumping under FS Β§403.413 (third-degree felony for over 500 lbs).

The Bottom Line
