Leak Reporting Duty

West Palm Beach requires any water customer who suspects a leak on their side of the meter to hire a certified plumber and get it inspected and fixed within seven days, or lose the right to a bill credit. City Code § 90-12 sets the repair deadline and the leak-adjustment process with public utilities.

Failing to pay the resulting bill can lead to service discontinuation after 30 days delinquent and a lien on the property under § 90-10, and unresolved access disputes over reading or repairing a meter can draw an administrative access fee under § 90-34.

Recycled Water Rules

West Palm Beach's landscape-irrigation conservation rules, which restrict watering days and require efficient nozzles, don't apply to reclaimed water at all. City Code § 90-94(c) carves reclaimed water out of the conservation division entirely, while § 90-93 defines it as treated wastewater reused after secondary treatment and disinfection.

West Palm Beach's landscape code caps how much of a nonresidential or multifamily project's required open space can be plain grass: Sec. 94-442(c)(2)(b)(3) says grass areas shall not exceed 60 percent of the required landscape area, pushing the rest toward trees, shrubs, and other plantings that use less water. Developments can also earn Florida-friendly points under Sec. 94-441(g)(7) by reducing natural sod below 50 percent of the landscape area.

Once installed, an over-turfed landscape is enforceable as a general zoning violation under Sec. 94-9, with fines up to $500 and each day of noncompliance treated as a separate offense.
