Key details: Garage offset: Garage front set back 5+ feet from dwelling's front plane. Porch minimum: 80 sq ft area, 5 ft depth, 24-inch elevation above grade. Foundation height: Finished floor 24 to 32 inches above grade. Roof pitch: 4/12 minimum for hips, 6/12 for gables. Lighting cap: 2 lumens residential, 4 lumens non-residential.

There's no cash fine for missing an Architectural Conservation Standard: the code enforces it by rejecting the building permit. Under the companion review process at § 12.61.700.H, a Development Review application that doesn't meet § 12.61.800 must be found inconsistent and denied, unless the applicant proves the structure is exempt because its age or style predates the 1890s-1930s standard or it's too deteriorated to restore. Exterior alterations that qualify must also show they rehabilitate historic features and keep street-facing entrances, doors, windows, siding, porches, balconies, bay windows and dormers intact.

This is not one of those rules that cities tend to ignore. Hillsboro actively enforces its downtown design guide requirements.

Density Bonus Law

In Hillsboro's Witch Hazel Village South Plan District, subdivisions with visitable homes earn 1 bonus unit per visitable unit, up to 150% of the zone's maximum density, under Community Development Code Section 12.68.710.

Key details: Applies in: WHVS Plan District only. Bonus ratio: 1 unit per visitable unit. Density cap: 150% of zone maximum. Front setback bonus: reduced to 10 feet. Adopted by: Ordinance No. 6440 (2023).

Adjustments to the visitable unit standards are prohibited outright: a project claiming the density bonus without meeting all 4 accessibility standards does not qualify and stays at the base maximum density.
