The developer or owner must also file the annual compliance certification required by Section 16.214.09(K); failing to do so can trigger enforcement under that same agreement.

Downtown Design Guide

Vallejo's Downtown Mixed Use (DMX) district requires new buildings to be constructed at the street frontage or an established build-to line for at least 60 percent of the building's frontage, under Section 16.203.02(P), pushing storefronts to the sidewalk edge unless the Downtown Vallejo Specific Plan (DTSP) sets a different standard.

Constructing a DMX building that fails to meet the 60 percent build-to line without an approved director waiver is a design-standard violation that can block final design review approval under Chapter 16.605 and delay issuance of a building permit. The planning division or design review board can require plan revisions before construction proceeds, and unpermitted construction that does not conform is subject to enforcement and abatement under Chapter 16.615.
