(1) Subdivisions, commercial, industrial, office and multifamily developments.

Fees shall be collected as follows, with a development unit being an acre, or lot, or dwelling unit, or two thousand (2,000) square feet of floor space (for commercial, industrial, or office only), whichever is greater:
