Building permit. No person shall commence or proceed with the construction, reconstruction, alteration, repair or removal of any building or other structure, or any part thereof, without first securing a written permit therefor from the building inspector; provided, however, that no building permit shall be required for any construction, installation, repair, replacement or alteration costing $5,000.00 or less in any single-family residence or farm building unless the work involves the addition, repair or replacement of load-bearing structure; the addition or change in the design of plumbing, heating, air conditioning, electrical wiring, devices, appliances or equipment; the use of material not permitted by the state uniform residential building code; or the addition, excluding replacement of the like grade of fire resistance, of roofing.

Sec. 10-86(b) requires a written permit from the county building inspector before anyone commences or proceeds with the construction, reconstruction, alteration, repair or removal of any building or structure, or part of one, in the unincorporated county. 00 or less on a single-family residence or farm building needs no permit, but the exemption disappears the moment the job touches load-bearing structure, changes the design of plumbing, heating, air conditioning or electrical systems, uses material the state uniform residential building code doesn't allow, or adds new roofing rather than a like-for-like replacement.
Before any building permit can issue where the site isn't on city or county sewer, Sec. 10-86(a) requires county board of health approval of the septic tank and water supply. Applications go to the Department of Permits and Inspections on the department's forms under Sec. 10-90, with adequate plans and specifications under Sec. 10-91, and Sec. 10-93 lets the inspector issue the permit once the application, plans and fee are in order. Building without a permit still costs money: Sec. 10-87 and Sec. 10-99 add a late fee equal to the permit fee, and a refund on an unused permit is available for up to six months under Sec. 10-89, minus a service charge, disbursed by the finance department within 20 working days.
Violations & Fines
Constructing, altering or demolishing without the required permit adds a late fee equal to the regular permit fee under Sec. 10-87/10-99, on top of the permit fee itself once obtained. Unpermitted work that leaves a building unsafe can also be pursued separately under the county's Article IV unsafe-buildings process, up to an order to repair or demolish the structure.
