Violations & Fines
Building without a required permit is a Class 2 misdemeanor under Sec. 114.1. The county Hearing Officer, acting under A.R.S. Sections 11-815 and 11-866, can fine an individual up to $750 and a corporation or association up to $10,000 per Sec. 114.6, and each day the violation continues counts as a separate offense. A hearing officer decision can be appealed to the Board of Supervisors under A.R.S. Sec. 11-815, and paying a penalty never excuses the owner from still having to correct or remove the unpermitted work.
